The temptation to go for the lowest cost option may be higher when tendering a competitive job. These points made by a construction manager in Auckland may be familiar. 1. Wind tears the scrim off frequently in Auckland, 2. Subcontractors take it down and forget / do not put it back up, 3. Maintenance cost (when multiplied by floor for a tall building) is high enough to warrant a more robust solution, 4. Stacked materials can be accidentally nudged through it (tube handrail options) and fall. 5. The majority of falling objects I have investigated are actually quite small e.g. nuts, bolts, timber off-cuts, 6. It (tube handrail) doesn’t “feel” as safe as a rigid solution.
