Duties
As a Cadieux-Léger Fellow, your responsibilities will include:
- Conducting research and writing short papers or briefs
- Participating in policy development processes
- Networking with internal and external experts
- Contributing to policy working groups and departmental initiatives
The Fellow will work within the Open Insights Hub, focusing on strategic themes such as:
- Global power dynamics
- Digital and emerging technologies
- Green transition and sustainability
- Climate and security
- Economic security
- Global development trends
Work Environment
The Open Insights Hub fosters collaboration, innovation, and knowledge-sharing. The Fellow will:
- Build networks within GAC, the Government of Canada, and with external stakeholders
- Identify new stakeholders for policy research
- Advance thematic agendas with strategic relevance to Canadian foreign policy
Eligibility Requirements
Education:
- Enrollment in a doctoral program at a recognized institution in Political Science, International Relations, Economics, History, Law, or related fields
- Must have achieved candidacy status (completed coursework, exams, and approved dissertation proposal)
Language:
- English or French proficiency
Required Application Materials

- Cover letter (up to 1,000 words) detailing your alignment with GAC’s mandate
- Complete academic transcript
- Research proposal (1,000 words) on a significant foreign policy issue
- Sample paper or publication
- Proof of full-time enrollment in a Ph.D. program for the duration of the fellowship
- Contact information for three professional references
Conditions of Employment
- Must obtain Secret security clearance
- Availability for up to 12 months between September 2025 and August 2026
- Willingness to work up to 25 hours per week
Additional Information
