The Gobi-Core Philippine Fund was established in 2018 as a result of a joint venture between founding partners Jason Gaisano, Ken Ngo, and Carlo Chen-Delantar with Pan-Asian VC, Gobi Partners. Headquartered in Manila, Philippines and now serving as Gobi’s official Philippine office, the Gobi-Core Philippine Fund strategically invests in technology and technology-enabled startups across the country. Gobi-Core has invested in some of the country’s leading startups such as Tier One Entertainment, Kumu, Etaily, and CloudEats through our multi-investment stack approach building market leaders in the Philippines to ASEAN. Gobi-Core is well-positioned to guide and springboard its local champions across Gobi Partners’ 15 countries’ Asian presence and track record of performance with the majority of its portfolio having expanded regionally. As of 2023, Gobi-Core was officially accredited as the first Co-Investment Partner of the Philippine government’s Startup Venture Fund (SVF). Per the Innovative Startup Act (RA 11337), the SVF can be used to match investments by selected investors in startups of varying stages based in the Philippines. The SVF is a joint effort by the Department of Trade and Industry and the National Development Companto to fuel investments and innovation in the Philippine startup ecosystem.

It has been a blast joining the 26th All Aboard! Startup Cebu Mixer hosted by DOHE Philippines and StellarPH! Founding partner Carlo Chen-Delantar had participated in a fireside chat alongside Cebu startup founders and Department of Trade and Industry Region 7 Regional Director Nannette Arbon where they discussed the state of Cebu's startup scene. Given that Cebu's ecosystem is still in its nascent stage, founders have been experiencing difficulties in securing funding and mentorship, which are essential for scaling their ventures. With much of the Philippine ecosystem concentrated in Manila, connecting with these resources has proven to be a challenge for Cebuano entrepreneurs. Still, Cebu's startups has definitely shown remarkable growth compared a decade ago, driven by increased government support and the growing presence of startup enablers. Furthermore, with an increasing number of events held in and promoting Cebu, there are more opportunities for Cebu startup founders to make valuable connections that can help expand their businesses. Now, Cebu startups can continue building on their growth momentum by expanding their markets beyond local markets, but also across the Philippines, Southeast Asia, and even globally. The Malaysian Technology Development Corporation (MTDC), one of the first venture capital firms in Malaysia, which used to focus on SMEs has now shifted its attention towards the Intelligent Age and 4th Industrial revolution. The Philippine tech ecosystem is at an inflection point, brimming with opportunities yet facing critical challenges. Carlo Chen-Delantar discussed some of his key insights on #ANCMarketEdge with Michelle Krystle Ong: 🌐 There has been a gap in the volume of regional investors coming into the Philippines and the number of local investors available. The increased presence of regional investors in the Philippines proves the growing potential of the startups in the ecosystem. However, there are opportunities for local investors to invest back into the Philippines. 🌐 In 2024, majority of the tech ecosystem funding was funneled into growth stage funding, especially in #fintech. However, the limited number of startups progressing to Series A-B highlights the need to strengthen both growth strategies and market dynamics. By fostering the right conditions, we can encourage more groundbreaking innovations to emerge. 🌐 In order for technology to be used as a nation-building tool, there needs to be an influx of support coming from all stakeholders -- government, investors, startups, ecosystem enablers, TBI consortia, and others. Startup-friendly policies, such as tax incentives and streamlined visas, are essential to addressing these gaps. They enable startups to reinvest in growth, attract global talent, and encourage both local and foreign investors to participate. The time to invest, build, and act towards growing the Philippine ecosystem to compete with ASEAN countries is now.
