RecurUpgrade: error message for donors with no upgradable recur

Description

When a donor loads the RecurUpgrade form and we can't find an eligible recurring donation to upgrade (e.g. they have cancelled their recurring donation after the email goes out), we should show donors a friendly error message with a link to start a new recurring donation when they load the form.

@AMJohnson can you please add the link you usually send to donors to start a new donation?

Wording suggestions? Is this OK? "We couldn't find a recurring donation to upgrade. To start a new one, click here"

Thanks @Ejegg! Good idea. :)

So I have two thoughts:

  1. Would it be better to have them just email donate@ if they run into any trouble during the upgrade? Typically when donors have trouble on our standard donation form that's where we direct them.
  2. Alternatively, if we want to encourage them to start a new one I think that looks framing looks good. I'd probably tweak it slightly and say something like.. Unfortunately, we were unable to locate a recurring donation to upgrade. To start a new monthly donation please click here.

The right URL for a new recurring donation should be a direct link to donate.wiki. This improves donors' experience, instead of having themlook for the link in Ways to Give.

I suggest to have this line:

Unfortunately, we were unable to locate a recurring donation to upgrade. You can start new monthly donation or contact us for support on donate@wikimedia.org.
