Exploring Strategic Shifts in a Transforming World: Insights from Islamabad Conclave 2024 The Islamabad Conclave 2024 Working Session-II, themed "Evolving Strategic Environment: Impact on Order, Institutions, and Norms", provided a platform for thought-provoking discussions on the evolving global landscape and its implications for Pakistan and the broader international community. Key Highlights: General (R) Zubair Mahmood Hayat NI (M): The former Chairman Joint Chiefs of Staff Committee emphasized the unpredictability of the emerging global landscape, marked by the decline of norms and the ineffectiveness of international institutions. Ambassador Zamir Akram: He highlighted how the strategic and conventional arms race, coupled with the proliferation of emerging technologies and the India-US partnership, is fueling regional aggression towards Pakistan and China. Dr. Andrey Pavlov: The Professor from Saint Petersburg State University pointed to the deteriorating arms control regime, from the ABM Treaty to New START, expressing concerns over its uncertain future. Dr. Moonis Ahmar: He identified unresolved Indo-Pak conflicts as major fault lines hindering peace and stability in the region. Ambassador Tahir Hussain Andrabi: He stressed the unprecedented global surge in arms spending and the advent of new weapon systems across land, air, sea, and outer space.
