  • În temeiul art. 29 și al art. 31 lit. a) din Ordonanța de urgență a Guvernului nr. 57/2019 privind Codul administrativ, cu modificările și completările ulterioare, și al art. 4^2, alin. (3^3) din Ordonanța de urgență a Guvernului nr. 109/2011 privind guvernanța corporativă a întreprinderilor publice, aprobată cu modificări și completări prin Legea nr. 111/2016, cu modificările și completările ulterioare, Prim-Ministrul României a emis Decizia nr. 348 din 21 octombrie 2024 care prevede faptul că doamna Corina Crețu a fost numită în funcția de președinte interimar al Agenției pentru Monitorizarea și Evaluarea Performanțelor Întreprinderilor Publice până la data numirii conducerii instituției ca urmare a derulării procesului de selecție, în condițiile legii.

  • 𝗧𝗵𝗲 𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁 𝗼𝗳 𝗔𝗠𝗘𝗣𝗜𝗣, Mihai Precup: Yesterday, July 9, I had the honor and pleasure of being invited to the set of the debate “Academia de Guvernanță,” moderated by Ms. Laura Dragomir and broadcasted on Profit News TV. Alongside me in the Profit.ro studio was Ms. Gabriela Hartescu, PhD, Dean and founding member of ENVISIA-Boards of Elite, with whom AMEPIP - Agency for Monitoring and Evaluation of the Performance of Public Enterprises has signed an educational partnership regarding the principles of corporate governance. 💡 During the debate, we talked about the importance of these principles, as their application is the way for state-owned companies to become more efficient and attract investments, leading to better-paid jobs for citizens. I also presented the efforts the Agency is making to reduce the temporary appointments of Boards of Directors in state-owned companies at the central level, as appointing permanent members allows us to impose performance indicators that we can subsequently monitor to ensure they are met. 🤝 Additionally, we discussed the importance of the educational partnership AMEPIP has with ENVISIA, a partnership that helps us create and set high standards for the management of state-owned companies through the application of corporate governance principles, guiding us toward Romania's most important current objective: joining the OECD - OCDE.   • 𝐑𝐨𝐦𝐚𝐧𝐢𝐚, 𝐬𝐞𝐭 𝐚𝐬 𝐚𝐧 𝐞𝐱𝐚𝐦𝐩𝐥𝐞 𝐛𝐲 𝐭𝐡𝐞 𝐎𝐄𝐂𝐃 𝐢𝐧 𝐔𝐤𝐫𝐚𝐢𝐧𝐞 𝐟𝐨𝐫 𝐜𝐨𝐫𝐩𝐨𝐫𝐚𝐭𝐞 𝐠𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 𝐞𝐟𝐟𝐨𝐫𝐭𝐬 𝐚𝐧𝐝 𝐩𝐮𝐛𝐥𝐢𝐜 𝐞𝐧𝐭𝐞𝐫𝐩𝐫𝐢𝐬𝐞 𝐦𝐨𝐧𝐢𝐭𝐨𝐫𝐢𝐧𝐠 𝗧𝗵𝗲 𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁 𝗼𝗳 𝗔𝗠𝗘𝗣𝗜𝗣, Mihai Precup: In recent days, I had the opportunity to speak at the second session of the online workshop "Constructing an Ownership Policy" on supporting the reform of state-owned enterprises in #Ukraine. I presented the important steps that Romania has taken in the field of corporate governance, as well as the stages it has gone through in terms of state ownership policy.  📉 I presented the case of the listing of the company Hidroelectrica on the stock exchange, as a successful example of implementing corporate governance standards, which has allowed us to attract experts to the boards of directors of state-owned enterprises and to professionalize state ownership policy. Thus, in the case of Hidroelectrica, we managed to carry out the largest IPO in the history of Eastern Europe and the third largest in the world. 💰I also emphasized that the public sector in Romania is strong, with approximately 7% of Romania's GDP being generated by state-owned enterprises. We also have 234 state-owned enterprises directly owned by the Government, therefore, ownership policy is very relevant. 🤝 Moreover, I reiterated that we want to attract professionals to the boards of directors and that we want our ownership policy to propose three more companies to be listed on the Bucharest Stock Exchange / Bursa de Valori Bucuresti (BVB) by 2026. This will help the Romanian capital market to develop, but will also help state-owned enterprises and the Government to bring these companies to the highest standards of corporate governance. ✅ Last but not least, I explained that we have fully benefited from the expertise of the OECD - OCDE and have thus created an IT tool to be more transparent in terms of the performance of state-owned enterprises. This is the Dashboard, available on the AMEPIP website, through which we present all the performances, financial and non-financial indicators of state-owned companies, to report to citizens whether these companies are meeting their performance indicators. 🌍 I am convinced that the close collaboration with OECD experts and the European Commission will help us to have more transparent and performing state-owned enterprises, which will be able to attract investments and offer better-paying jobs for Romanian citizens. #AMEPIP #OECD #EuropeanCommission #Ukraine

  • 𝗝𝗮𝗽𝗮𝗻𝗲𝘀𝗲 𝗿𝗲𝘀𝗼𝘂𝗿𝗰𝗲𝘀 𝗮𝗻𝗱 𝗲𝘅𝗽𝗲𝗿𝘁𝗶𝘀𝗲 𝘄𝗶𝗹𝗹 𝗽𝗹𝗮𝘆 𝗮 𝘀𝗶𝗴𝗻𝗶𝗳𝗶𝗰𝗮𝗻𝘁 𝗿𝗼𝗹𝗲 𝗶𝗻 𝗥𝗼𝗺𝗮𝗻𝗶𝗮'𝘀 𝗱𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗧𝗵𝗲 𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁 𝗼𝗳 𝗔𝗠𝗘𝗣𝗜𝗣, Mihai Precup: During my time in Tokyo, I participated in a crucial meeting for Romania with Mr. Sekine Hiroki, Managing Executive Officer and Global Head of the Infrastructure and Environment Finance Group, as well as directors from the Japan Bank for International Cooperation (#JBIC). We discussed important topics related to future collaboration between the two countries, focusing on areas such as capital investments, bond issuances, the environment, and renewable energy. 💶 JBIC expressed interest in co-financing the "Fund of Funds" (Fof), a financing tool for startups worth 400 million euros managed by the Romanian Government and the European Investment Fund (EIF). This funding is aimed at various types of funds, including infrastructure funds, private equity funds, venture capital funds, and crowdfunding platforms. They plan to use their experience from administering a similar fund in Poland to co-finance projects in Romania, with the Romanian side responsible for conducting a preliminary analysis. 🏦 We also discussed the possibility of collaborating on the operationalization of the Romanian Investment and Development Bank (BID). Representatives from JBIC expressed interest in offering technical assistance to BID in identifying and developing common financial instruments, which would help BID attract funds for strategic national projects. 💹 JBIC officials expressed interest in purchasing Samurai bonds denominated in Japanese yen issued by the Ministry of Finance. This move, following the modification of legislation in 2023, aims to diversify Romania's financing sources and attract Japanese investors, bringing multiple financial and strategic advantages to the country. 💡 Additionally, JBIC is interested in supporting decarbonization projects in Romania's energy sector, aligning with the objectives of the National Modernization Fund. The event was held in Tokyo and was hosted by the Japanese External Trade Organization(JETRO - Japan External Trade Organization ). I emphasized the importance of collaboration between companies in our country and those in Japan. 📍I was impressed by the significant number of people from various economic sectors and officials from both countries in attendance. This shows that the strategic partnership signed last year by the President of Romania has been valuable and is yielding concrete results. 🛜 During the Forum, I highlighted the need to digitize state-owned enterprises in Romania, as this could significantly enhance their performance, especially considering they represent 7% of the national economy.   • ‼️ Consultations on the Compliance Officer's Guide 🤝 The Agency for Monitoring and Evaluation of the Performance of Public Enterprises (AMEPIP) organized on Wednesday, June 26, 2024, a first round of consultations with representatives of the tutelary public authorities and central and local state enterprises, with the subject “The role of the compliance officer in relation to AMEPIP”. ✍️ The topics discussed during this meeting concerned the responsibilities of AMEPIP, in terms of “monitoring compliance with the legal framework on integrity, the implementation of the integrity plans developed by public enterprises and the application of the National Anti-Corruption Strategy 2021-2025”. 💡 Another important topic of the debate was about the role and responsibilities of compliance officers in state-owned enterprises, in the context of collaboration with AMEPIP, which is to develop a Compliance Officer Guide. It will assist the representatives of public enterprises in fulfilling their duties, according to the law. 📍 AMEPIP will organize several similar events in the next period, in order to better clarify the issues related to the standards of institutional integrity. These initiatives strengthen integrity and transparency within public enterprises, thereby contributing to the effective implementation of anti-corruption and corporate governance policies.

  • 𝐂𝐨𝐧𝐬𝐨𝐥𝐢𝐝𝐚𝐭𝐢𝐨𝐧 𝐨𝐟 𝐑𝐨𝐦𝐚𝐧𝐢𝐚𝐧-𝐉𝐚𝐩𝐚𝐧𝐞𝐬𝐞 𝐞𝐜𝐨𝐧𝐨𝐦𝐢𝐜 𝐜𝐨𝐨𝐩𝐞𝐫𝐚𝐭𝐢𝐨𝐧 🤝 𝐓𝐡𝐞 𝐏𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐭 𝐨𝐟 𝐀𝐌𝐄𝐏𝐈𝐏, Mihai Precup: Yesterday, in Tokyo, I had the pleasure of meeting with a working group of the Global Business Investment Support Office, within the Cabinet of the Secretariat of the Government of Japan, led by Mr. Koyu Izumi, advisor to the Japanese Prime Minister and Head of GBIS. 💬 The meeting with the representatives of GBIS, on the margins of the Romania-Japan Innovation Forum, which takes place in the Japanese capital from June 26-28, was an excellent opportunity to highlight investment opportunities in Romania, while also highlighting the prospects for strengthening Romanian-Japan cooperation within the Strategic Partnership. 💹 The topics discussed aimed at promoting investments between Romania and Japan in future sectors, by organizing a workshop in Romania, at the end of the year, dedicated to Romanian and Japanese state-owned companies, as well as by developing public-private partnerships with Japanese companies, in order to be able create new economic and social development directions for our country. These partnerships could facilitate technology and know-how transfers, innovation and research, boosting economic growth and job creation. 🌎 Additionally, in the current security context, we have promoted the message that Romania is prepared and can become a regional hub for the reconstruction of Ukraine after the war.
