About us
OAG Background The Office of the Auditor General of State Finances [OAG] is the Supreme Audit Institution [SAI] of Rwanda. The OAG was established in 1998 by Law no. 05/98 of 4th June 1998 and became the SAI of Rwanda in June 2003. It is headed by the Auditor General assisted by a Deputy Auditor General. The Office of the Auditor General is vested with legal personality. Legal Framework and Mandate According to article 183 of the Constitution of the Republic of Rwanda as amended to-date, the responsibilities of the Auditor General include the following: a) Auditing revenues and expenditures of the State as well as local administrative entities, public enterprises, parastatal organizations and government projects; b) auditing the finances of the institutions referred to above, particularly verifying whether the expenditures were in conformity with laws and regulations in force and sound management and whether they were necessary; and c) Carrying out all audits of accounts, efficient management, control of the functioning of state organs and institutions mentioned above. In addition, Article 184 of the Constitution as amended to-date stipulates that the Auditor General shall each year submit to each Chamber of Parliament, prior to the commencement of the session devoted to the examination of the budget of the following year, a complete report on the consolidated state accounts for the previous year indicating the manner in which the budget was utilized.

OAG Rwanda Hosts 7th Annual INTOSAI WGEI Steering Committee Meeting From 08-10 October 2024, OAG Rwanda is hosting the 7th annual meeting of the INTOSAI Working Group for the Audit of Extractive Industries (WGEI), chaired by Mr. Edward Akol, Auditor General of Uganda. The meeting was attended by Auditor Generals of Rwanda, Zambia, and experts from across the globe. In his address, Mr. Alexis Kamuhire, Auditor General of Rwanda, highlighted OAG Rwanda's significant contribution to the proper management of extractive industries over the past 10 years, including audits on environmental management, government revenues from extractive industry, and licensing in the mining sector. Key discussions focused on the implementation of WGEI's 3-year plan (2023-2025), sharing performance insights, and priorities for 2024/2025. At OAG Rwanda, we are committed to promoting sustainable development, transparent governance, and accountability for the benefit of citizens and the environment.

Auditor Generals of Rwanda and Uganda Exchange Best Practices October 7, 2024: The Auditor General of Rwanda, Mr. Alexis Kamuhire, welcomed the Auditor General of Uganda, Mr. Edward Akol, who currently chairs the INTOSAI Working Group on Audit of Extractive Industries (WGEI). Their discussion focused on sharing best practices and achievements, strategies to embrace evolving technological trends, challenges, and mitigation measures to enhance accountability in managing public funds. "As auditors, we need to embrace technology and find ways to conduct audits using digital systems, as paper-based processes are no longer necessary. Systems are now enabling communication between individuals, institutions, and governments with just one click. Let's leverage ICT in our audit activities," emphasized Mr. Alexis Kamuhire. Both Auditor Generals commended the collaboration with other government agencies in fighting corruption, promoting transparency, and enhancing accountability. They agreed to continue exchanging experiences and collaborating for the success of both offices. Additionally, they discussed preparations for the 7th WGEI annual meeting, which will be hosted by the Office of the Auditor General of Rwanda from October 8th to 10th, 2024.

Auditor General Alexis Kamuhire opened the two regional workshops: Integration of Information Systems Audit & Data Analysis into Financial Audit; and Project Management Capacity Building under the Regional East –African Cooperation 2021-2024 framework. ''We need to be efficient as Supreme Audit Institutions (SAIs). Consider innovations you can implement to enhance efficiency and conduct audit work that brings solutions to the current challenges we have in our society.'' He urged the participants.

It was great to be back in Kigali this month to hold training for the Office of the Auditor General - SAI Rwanda. With facilitators from the Office of the Auditor General of Alberta and the Government Audit Training Institute of Graduate School USA, as well as CAAF graduate Fellows from Rwanda, we held courses on Auditing the Implementation of the Sustainable Development Goals, Data Analytics, and Quality Management. Thanks to the fantastic facilitation team: Susan Qi, Steven Pesklo, MBA, CFE, CSM, PMP, Primien UFITINKINDI, Etienne NZABONIMANA, and Sherazade Shafiq.

Auditor General Kamuhire Alexis has presented the annual audit report for the year ended June 30, 2023, to Parliament. The report was tabled before both chambers of Parliament, following Article 167 of the Constitution of the Republic of Rwanda. The current year’s audits utilized a preventive audit approach to review contracts before or during implementation. With this approach, the audits identified financial losses amounting to Frw 6.92 Bn that were likely to be recovered. Furthermore, there was an increase in the proportion of Government expenditure audited, rising to 96% from 95% in the previous year. For the year ended on June 30, 2023, the total Government expenditure was Frw 5,193 Bn, with the OAG auditing expenditures totaling Frw 4,981 Bn.
