Google and ClimateView are partnering up. Combined, the duo offers the world’s most extensive source of activity-based data (Environmental Insights Explorer), with the framework and platform (ClimateView) used by over 135 actors to accelerate the green transition in cities, regions and nations. "In order to bring about sustainable transformation, local policy makers need access to robust environmental intelligence and data. This is where Google can help. Through our Environmental Insights Explorer (EIE), cities can explore a range of data - transportation emissions, building emissions, solar rooftop potential and tree canopy coverage - to inform, track and drive climate action at the local level. Fresh from its official launch at COP29 Azerbaijan, ClimateView's Transition Element Framework is big news 🤯 Transition Elements formed the backbone of our latest local authority workshop, so we thought it would be a good idea to share more about what they are and how they facilitate intelligent Net Zero decision-making. Underpinned by IPCC research, a Transition Element is defined as "a comprehensive data model of the outcome logic which encompasses the maths behind an activity shift". Let's break this definition down a little further 🤔 'Outcome Logic' is the chain of reasoning ClimateView applies to every climate mitigation option and incorporates all the layers underpinning their theory of change for successful climate action. The six layers are: i) Interventions; ii) Attributes; iii) Perceptions; iv) Behaviour; v) Activity shifts; and vi) Outcomes. Here's an example to make this more concrete: Transition Element: Heat pumps in single family residential buildings. 1) Intervention: Local authority funding scheme for heat pump installation 2) Attribute: Cost of buying a heat pump 3) Perceptions: Affordability; Status; Health 4) Behaviour: Citizens choosing to apply for the funding scheme owing to their positive perceptions of heat pumps 5) Activity Shift: The change from a higher carbon gas heating system to a lower carbon heat pump system 6) Outcomes: Reduced carbon dioxide emissions; improved energy efficiency; lower cost of energy bills, etc. So, how does this framework help local authorities with climate decision-making? The Transition Element Framework not only organises every climate mitigation option available to decision-makers, but provides a holistic overview of all the key considerations and levers available when attempting to enact a given policy. Beyond the theory, Transition Elements feed directly into the data modelling and visualisation on the platform itself. Local authority users can add, remove and adjust Transition Elements to personalise their route to Net Zero and tailor it to their local area. Looking back at COP29: Frameworks, Partnerships, Action As COP29 Azerbaijan concludes, we reflect on the challenges highlighted and the meaningful progress achieved. This year has reinforced the critical need for practical solutions, collaborative approaches, and clear, actionable goals to navigate the complexities of global climate action. In this spirit, we are proud to have launched The Transition Element Framework, an open-source methodology designed to provide shared, comparable KPIs to guide the transition for cities, regions and nations worldwide. Additionally, signing an LOI with ICLEI América do Sul (ICLEI South America) represents a pivotal step toward uniting cities across the Americas around actionable, data-driven transitions. We want to send a special thanks to Business Sweden for its role in fostering collaboration among business leaders, government representatives, climate negotiators, and organisations. Showcasing Sweden’s role as a global "climate matchmaker," emphasising a diverse toolbox of solutions—from innovation and policy frameworks to financial tools and expertise—that set the stage for meaningful progress. Now that COP29 Azerbaijan is behind us, we continue driving the transition forward, transforming ideas into action, frameworks into measurable progress, and partnerships into tangible outcomes, advancing towards achieving our shared transition goals.

🌎 BREAKING 🌎 ICLEI América do Sul and ClimateView Announce Intention to Partner At COP29 in Baku, ICLEI South America and ClimateView announced their intention to partner by signing a Letter of Intent at the Swedish Pavilion. Starting with a feasibility study, the partnership will focus on equipping cities with tools to plan, execute, and monitor impactful climate initiatives—empowering them to turn climate commitments into measurable action. By leveraging the ClimateView platform, ICLEI South American members will gain the ability to strategically plan and measure their climate initiatives through specific and strategic KPIs based on IPCC mitigation options. Earlier this year, ClimateView announced a strategic partnership with ICLEI USA, and with this new collaboration, the expansion of a powerful network of cities across the Americas is taking shape. These partnerships signify a transformative shift in how sub-national governments approach sustainability, and a new era of cross-border collaboration supported by next-generation tools for achieving climate goals.

“There has to be a better way.” This dawned on me, back in 2017, as I looked at the state of global climate action. Coming from a background helping big businesses tackle big and complex challenges, I kept wondering: what if we treat the climate transition as one of those complex projects? I felt this was the mother of all complex problems, demanding collaboration at every level. There was a disconnect between global targets and the common ways of working to reach them. Thousands of pages of reports were published, with ambitious goals, yet these goals lacked actionable steps for cities and nations to follow, with metrics and words lacking stringency in meaning and structure. There had to be a better way. Fast forward six years, to COP29 Azerbaijan here in Baku, I’m thankful and proud to announce the Transition Element Framework. It is the result of years of innovation, collaboration, and hard work in the sustainability domain. And today ClimateView is releasing it to the world as open source. So, what is it? The TEF is a comprehensive, open-source tool, giving cities, regions and nations the structured insights they need to plan, measure, and accelerate their climate transitions. Built on the foundation of IPCC climate mitigation strategies, the TEF transforms IPCCs work on mitigation into a standardised, accessible framework. Think of it like universal building blocks for systemic decarbonisation. The TEF is at the core designed to foster collaboration. While we started in Sweden, the framework is designed for global use. Any city, any country, can adopt it, tailor it, and use it to accelerate their unique transition journey. Now, we didn’t get here alone. The TEF originated from a collaboration with Klimatpolitiska rådet - Swedish Climate Policy Council, the Swedish Energy Agency, and the Swedish Environmental Protection Agency, supported by Vattenfall in 2018. Over the years the framework has been co-developed with cities worldwide, including the Ruhr region in Germany and, most recently, the Scottish Climate Intelligence Service (SCIS) and the Dutch Ministry of Infrastructure through DMI. Today, we invite the ecosystem to put the TEF to practice and help shape its development ahead. We aim to create new possibilities for others to use, expand and build upon the work we have started. Looking back at this journey I want to say thank you to all colleagues and collaborators whose endless efforts made the Transition Elements Framework possible. And this is by no means the end, rather it’s the end of the beginning. We are firing up the engines and look forward embarking on this journey of collaboration across levels of governments and geographies. Onwards!

Offering 3 levels of explanation: 🧒 Like I’m 5: It’s like when we all play the same game with the same rules—so no one gets confused. TEF is a way for cities everywhere to work together on climate stuff, using the same words and numbers so we all understand each other and make progress faster. 🍲 Dinner party explanation: A system where numbers and words are defined and means the same thing across the world... think of it like the Linneaus system of plants… and with the number and words fixed, we can measure the things that matters, and collaborate like there was no tomorrow across levels of government and geographies. 📚 Dry dinner party: TEF is an ontology and taxonomy based on science and the principles of physics. It is a framework designed to guide cities and governments in implementing climate action by organizing data into four connected parts: Mitigation Compendium: Summarizes IPCC mitigation options for action and their applications Transition Elements: Structures data into measurable, comparable blocks Code: Makes the data accessible in a machine-readable format Data Repository: Provides referenced sources of reliable data supporting the framework’s use Link in the first comment. OFFICIAL LAUNCH AT COP29: ClimateView Opens Access to the Transition Element Framework (TEF) 🌍 In the global response to climate change, the gap between scientific knowledge and practical, effective action remains a critical challenge. The Swedish Pavilion at COP29 Azerbaijan is now officially inaugurated! COP29 offers a crucial opportunity for countries to strengthen their Nationally Determined Contributions (NDCs) ahead of the 2025 deadline. Sweden is prepared to help bridge the implementation gap with proven solutions in energy, transport, industry, food systems and beyond. The inauguration offered a preview of the innovative technologies, policies, and partnerships driving meaningful climate action that all will be showcased in the Swedish Pavilion during the full duration of COP29.
