Keeping to the timeline by the United Nations, Singapore submitted our 2035 Nationally Determined Contribution (NDC) to the UN Climate Change on 10 Feb 2025. Singapore has committed to reduce emissions to between 45 and 50 million tonnes of carbon dioxide equivalent (MtCO₂e) in 2035. As a small low-lying island state, climate change is an existential challenge for Singapore. Singapore’s 2035 NDC reflects both our commitment to climate action, as well as the significant uncertainties we face in our decarbonisation journey. The lower bound of 45 MtCO₂e keeps us on a linear path to our net zero target in 2050, in line with international expectations. Singapore’s ambitious climate goals can only be realised with collective action from the government, businesses, and people sector. We will continue our close engagement and partnership with businesses and households to address concerns and co-create solutions. Together, we can make good progress towards our net zero target, capture emerging opportunities in the green economy, create new good jobs, and build a more resilient future for generations of Singaporeans to come. Singapore, Gold Standard and Verra have published initial recommendations, setting out key concepts and processes that form the basis of the Article 6.2 crediting protocol. This follows our collaboration announced at COP28, and comes after engagements with other governments and experts. The Protocol seeks to standardise and streamline procedures for governments to work with independent carbon crediting programmes, to facilitate the scale up of Article 6 cooperation more efficiently and cost effectively. It will be further developed and published in full following the conclusion of COP29. At UN Climate Change COP29 Azerbaijan, the Coal Transition Commission (CTC) published its first report and recommendations. The Commission, co-chaired by the governments of France and Indonesia, aims to develop practical policy solutions to accelerate coal transitions globally. Ambassador for Climate Action Ravi Menon serves as Singapore’s representative to the Commission, and led Singapore’s input to the Commission’s report. The Monetary Authority of Singapore (MAS) and the National Climate Change Secretariat, Singapore were also pleased to contribute to the drafting of the CTC’s report. Singapore looks forward to continue supporting the Commission’s work, including contributing our perspectives on blended finance and transition credits, to advance tangible solutions to accelerate the managed phase-out of coal-fired power plants. Representatives from the National Climate Change Secretariat and the wider inter-agency negotiating team briefed Climate Youth Development Programme (CYDP) participants on the key negotiation topics that will be discussed at COP29 Azerbaijan. The briefing included a fireside chat with Singapore’s Chief Negotiator for Climate Change Joseph Teo. Apart from NCCS, officers from the Ministry of Sustainability and the Environment, Singapore, the Ministry of Trade and Industry (Singapore) and the Ministry of Foreign Affairs Singapore also took part in the briefing. CYDP is a joint effort between the @Ministry of Sustainability and the Environment, National Youth Council Singapore, and the National Climate Change Secretariat. It aims to equip young people in Singapore with the knowledge, opportunities, and networks that can help them take meaningful climate action. Participants from this year’s CYDP will form Singapore’s second ever youth delegation to a UNFCCC COP, after a successful first run in 2023 at COP28 UAE.

Director-General (Climate Change) Benedict Chia was in Baku, Azerbaijan in his capacity as a Member of the UNFCCC Article 6.4 Supervisory Body. The Article 6.4 Supervisory Body is responsible for creating a UN carbon market, known as the Paris Agreement Crediting Mechanism. At its 14th meeting in Baku, the Supervisory Body adopted standards for methodologies and greenhouse gas removals. These standards are seen as essential to full operationalisation of the Article 6.4 Mechanism. Officers from the National Climate Change Secretariat were in Baku, Azerbaijan to participate in the Hybrid Workshops on Articles 6.2 and 6.4 of the Paris Agreement. The intersessional workshops were an important juncture for countries to come together to hold discussions on the outstanding negotiation issues, and tee up potential decisions on Articles 6.2 and 6.4 at UNFCCC COP29.

Following the recent launch of project applications under the Ghana-Singapore Implementation Agreement on Article 6 collaboration, NCCS, together with other government agencies will be holding a virtual briefing on the project application process. On the side-lines of the 79th United Nations General Assembly in New York City, Ambassador for Climate Action Ravi Menon, Director-General (Climate Change) Benedict Chia, and Monetary Authority of Singapore (MAS) Director and Head (Sustainability Markets & Ecosystem Development Division) Shi Min Tan represented Singapore at the Ministerial Meeting of the Coal Transition Commission. The Coal Transition Commission - co-chaired by the governments of France and Indonesia, with The Powering Past Coal Alliance (PPCA) as its Secretariat - is a platform for the development of policy solutions and the unlocking of new sources of financing for coal transition, particularly in emerging markets and developing economies. Singapore is pleased to be supporting the work of the Coal Transition Commission, including the further development of transition credits as a financing mechanism to accelerate the early phase-out of coal-fired power plants and their replacement with cleaner energy.

The National Climate Change Secretariat (NCCS) Singapore has launched a public consultation on REACH Singapore. Taking place from 8 Oct to 5 Nov 2024, the public consultation aims to gather views on Singapore’s decarbonisation journey, including Singapore’s climate ambition, our transition towards a low-carbon economy and the decarbonisation measures we will undertake. The views will be taken into consideration as Singapore develops the next bound of climate targets, measures and policies. We would like to invite you to share your views today.
