Pioneer International Consulting and OWC have advised the Global Wind Energy Council (GWEC) on the competitive procurement options for offshore wind projects in Vietnam. Over the last 12 months the firms have engaged with offshore wind industry stakeholders, assessed Vietnam’s current context and international case studies, to develop a roadmap for the future competitive procurement of offshore wind in Vietnam. The GWEC Vietnam Offshore Wind Competitive Investor Selection Study was submitted to Vietnam's Ministry of Industry and Trade and published in Vietnamese and English on 7 November 2024. Liming Qiao, GWEC’s Chief of Strategy - Asia and the #GWECAsia Policy team presented a report to the Deputy Minister Long from the Viet Nam Ministry of Industry and Trade (MOIT) at his office in Hà Nội 📖✨ The report outlines the crucial next steps for Vietnam to take to scale investment and achieve its offshore wind targets 🇻🇳🎯 "We believe that a robust competitive procurement process for #offshorewind projects in Vietnam will be instrumental in achieving the country's long-term decarbonization and energy security goals,” shared Mark Hutchinson, Director and Chair of the Southeast Asia Task Force at GWEC. Mark adds: “Defining a long-term competitive investor selection model for offshore wind projects in Vietnam would provide greater certainty to all stakeholders, allow infrastructure development, and achieve cost reductions in the learning curve." According to the GWEC report, Vietnam can procure #renewableenergy more cost-effectively if it adopts GWEC's proposed two-stage competitive model for offshore wind development in the market: 🟢 Stage 1: The award of exclusive survey rights (for at least 10 years) 🟢 Stage 2: The award of a power purchase agreement (PPA) with Vietnam Electricity (EVN) and a price-only competitive selection. The proposed investor selection model also includes a balanced risk allocation among the Vietnamese Government, electricity ratepayers and investors. Competitive investor selection has been key to the evolution and success of some of the largest offshore wind markets including in the UK, Taiwan and Japan. However, tailoring the competitive selection process to individual country frameworks and needs is essential. Pioneer International Consulting has been pleased to work with the Global Wind Energy Council (GWEC) and OWC on assessing which competitive selection processes could work in Vietnam as the country looks to develop up to 91.5 GW of offshore wind by 2050. Speaking at a recent workshop hosted by the Global Wind Energy Council (GWEC) and the Vietnam Energy Partnership Group (VEPG) in Hanoi, Denzel Eades, Managing Director of Pioneer International Consulting said: “It is first necessary to look at existing models for competitive selection in Vietnam. Understanding how these can apply to the development of the preferred two stage model is key. 🌊 This week, the Global Wind Energy Council (GWEC) partnered with the Vietnam Energy Partnership Group (VEPG) to host a workshop on competitive investor selection criteria for #offshorewind projects in Vietnam. 🇻🇳 The event brought together government officials from various Vietnamese ministries, including the Ministry of Foreign Affairs, Vietnam (MOFA), Ministry of Industry and Trade Vietnam (MOIT), Ministry of Planning and Investment, Vietnam (MPI), Vietnam Electricity (EVN), and PETROVIETNAM (PVN). 💬 Over 200 attendees from embassies, development partners, wind energy companies, and other industry stakeholders joined the dialogue in person and online. 🎯 According to Vietnam's Power Development Plan 8 (PDP8), the country aims to achieve 6GW of offshore wind capacity by 2030. However, finalising the necessary laws, regulations, and decrees to support the development of offshore wind turbines remains challenging. Mark Hutchinson, Director and Chair of the Southeast Asia Taskforce at GWEC, highlighted, "The industry supports the move to competitive procurement for several reasons, mainly because of its transparency. A transparent, competitive procurement process will push offshore wind forward in Vietnam, and we're very pleased to work with the government to provide inputs and address issues relating to competitive procurement." Here are some key takeaways from the workshop: 🔵 From the workshop, GWEC recommends a two-stage model for competitive investor selection: Stage 1 entails exclusive non-price-related site allocation, and Stage 2 involves price competition, which awards developers with PPAs. 🔵 The workshop also concluded that Vietnam can potentially develop its local supply chain for offshore wind, with strong potential in sectors such as turbine foundations, blades, and more.
