About us

PUB is a statutory board under the Ministry of Sustainability and the Environment (MSE). It is the national water agency, which manages Singapore's water supply, water catchment, and used water in an integrated way. From April 2020, PUB also took on the responsibility of protecting Singapore's coastline from sea-level rise as the national coastal protection agency. PUB has ensured a diversified and sustainable supply of water for Singapore with the Four National Taps (local catchment water, imported water, NEWater, desalinated water). PUB leads and coordinates whole-of-government efforts to protect Singapore from the threat of rising seas and the holistic management of inland and coastal flood risks. PUB calls on everyone to play a part in conserving water, in keeping our waterways clean, and in caring for Singapore's precious water resources. If we all do our little bit, there will be enough water for all our needs – for commerce and industry, for living, for life.

  • PUB has signed a Memorandum of Understanding with the Water Environment Federation to deepen collaboration and facilitate knowledge exchange. Through this partnership, PUB’s operational teams and specialists will engage with WEF’s technical communities, leveraging their vast resources and expert network to drive innovation in water management. Dr. Gurdev Singh, PUB’s Chief Engineering and Technology Officer, shared: "Against the backdrop of climate change and rising water demand, we are enhancing our water system’s efficiency, resilience, and sustainability through new solutions and technologies. Collaborations and partnerships help us accelerate and amplify our efforts in seeking new approaches and solutions." PUB is committed to partnerships that will strengthen global efforts for a resilient and sustainable water future.

  • During a panel discussion with water industry leaders at #COP29, PUB’s Chief Executive Ong Tze Chin shared that PUB’s embrace of innovation has led to the development of climate-resilient water sources such as NEWater and desalinated water.   As Singapore’s water demand is set to increase significantly, a holistic approach comprising effective governance, robust financing and stakeholder partnerships is necessary to enhance water resilience and ensure long-term water security.   Here are the key takeaways from the panel discussion.   • Cheers to water sustainability and innovation 🥂 “It’s part of the acceptance of the use of recycled water, which in general is a difficult topic,” CE PUB Ong Tze Chin said of NEWBrew – made with NEWater – in an interview with AP News. As climate change brings more unpredictable weather patterns, there is a need for Singapore to use weather-resilient water sources like NEWater. The NEWater process recycles our treated used water into ultra-clean, high-grade reclaimed water, closing the water loop and cushioning our water supply against dry weather. For over 20 years, NEWater has supported industries such as wafer fabrication, which require water quality that is even more stringent than water for drinking, and strengthened our water supply by integrating into reservoirs during dry periods.   • Climate change is causing more frequent and extreme rain events. Sudden and intense storms can overwhelm our drainage systems temporarily, resulting in flash floods.   • 🌧️ With frequent rains, exposed soil at construction sites could be washed into drains, polluting our waterways and impeding stormwater flow, which may lead to flash floods during heavy rain. It is thus critical to implement effective earth control measures (ECM) at construction sites. A good example is Land Transport Authority (LTA) Singapore’s project for the design and construction of Riviera Interchange Station and Tunnels for Cross Island Line-Punggol Extension undertaken by Taisei-CSCEC joint venture. This project recently received the inaugural ECM Project Award for its innovative and comprehensive implementation of earth control measures. Keeping Singapore's waterways clean is a collective responsibility. PUB will continue to collaborate with the construction industry to promote effective ECM practices through education, engagement and technology upgrades. By taking proactive steps, we can protect our water quality and contribute to a sustainable environment for all, not just in this #YearofPublicHygiene but beyond.

  • 🏆 2024 ASEAN Outstanding Engineering Achievement Award - Building New Connections into Existing Deep Tunnel Sewerage System (DTSS) 🏆 At the 42nd Annual Conference of the ASEAN Federation of Engineering Organisation held last month, our Water Reclamation Network Department was honoured with the prestigious ASEAN Outstanding Engineering Achievement Award for their innovative work on the DTSS. This award recognises exceptional engineering projects in ASEAN countries, celebrating organisations or individuals responsible for remarkable advancements across the region. The winning project involved constructing a temporary and permanent sewer connection for the DTSS, enabling the Thomson-East Coast Line construction to proceed safely without disrupting DTSS operations. The team implemented high-precision techniques, such as cutting into the live tunnel using water jet cutting, stitching of the tunnel concrete segments and a steel ‘umbrella’ safety cover alongside other robust safety measures to safeguard the DTSS tunnel. PUB is committed to engineering excellence and sustainability, putting in place continuous innovation to strengthen Singapore's water infrastructure and security.

  • The Sewerage and Drainage (Amendment) Bill was passed in Parliament yesterday. This will better secure our used water system for sustainable NEWater 💧 production, and to enhance flood resilience by safeguarding the stormwater 🌧️ drainage system. With climate change expected to bring more extreme weather patterns, PUB will ensure our water infrastructure is protected to safeguard our water supply and security.   • 👏 Celebrating exceptional ECM standards, Safeguarding our Waterways 💧 At ECM Night last week, three projects were honoured with the inaugural ECM Project Award, which recognises their exceptional commitment to Earth Control Measures (ECM) in Singapore’s construction industry. This new award, jointly presented by the Institution of Engineers Singapore (IES) and the Association of Consulting Engineers Singapore (ACES), honours projects that set high standards in ECM through collaboration across key stakeholders from the public and private sectors. The recipients of the ECM Project Award are (in alphabetical order): 🏆 China Communications Construction Company - SINOHYDRO Joint Venture: Design and Construction of Clementi Interchange Station for Cross Island Line (Land Transport Authority project) 🏆 Taisei Corporation - China State Construction Engineering Corporation Limited (Singapore Branch) Joint Venture: Design and Construction of Riviera Interchange Station and Tunnels for Cross Island Line – Punggol Extension (Land Transport Authority project) 🏆 Welltech Construction Pte Ltd: Design and Construction of Public Housing Development at Kallang Airport Drive / Kallang Airport Way (Housing Development Board project) With two-thirds of Singapore’s land area designated as water catchment, effective ECM is crucial for protecting our waterways and maintaining flood resilience. We applaud the winning teams for setting exemplary standards and fostering industry-wide dedication to environmental stewardship.   • How prepared are you for a flood? 🤔 On Tuesday, over 50 community members—including grassroots leaders, residents, students, and business representatives—participated in our inaugural table-top exercise on climate threats. Co-organised by PUB and Women in Sustainability and Environment (WISE) in support of 40 years of Total Defence, the session underscored the need for community preparedness in extreme flood scenarios and the roles that everyone can play when such situations occur.
