    The Fiji Government recently launched what is called the Starting a Business Sub-systems (SABS) lead by the Reforms Unit of the Ministry of Trade, Co-operatives and Small and Medium Enterprises with Systems develop by TOPPAN Ecquaria Pte Ltd from Singapore.    Endeavour leads the Integrated Programme Management Office.     The Starting a Business Sub-system is perhaps the most advance and most integrated digital government initiative in Fiji which integrates all 8 business agencies on a single platform, removing the need to physically go to an office to submit applications, bringing the whole application to 14 days or less.    This is a just the start, the SABS is aimed to be a catalyst to continued improvement and innovation and technology.     Here are some takeaways and lessons that we felt would interesting to share.  Embracing Change In today’s fast-paced world, many businesses still cling to outdated tools and methods—like driving on a worn-out, congested road. These inefficiencies create bottlenecks, slow progress, and hinder growth. The digital highway paves the way to a brighter, faster, and more efficient future. It empowers businesses to streamline their operations, boost productivity, and accelerate growth. The Fiji Government and our clients have already taken this leap, recognizing the power of digital transformation. But holding on to inefficient systems and outdated policies not only slows progress but risks leaving businesses behind in an increasingly competitive world. The digital highway calls for adaptability, agility, and the courage to innovate. Embracing revolutionary tools like AI, AGI, RPA, IoT, cloud computing, and collaborative ecosystems is no longer optional – it’s essential. The digital highway offers a new, faster, and more efficient route. It allows businesses to streamline operations, improve productivity, and accelerate growth. But to reap the benefits, companies must first embrace change. This means being bold, letting go of the old ways, and utilizing the latest tools and technologies to propel their business forward. The Fiji Government and as many of our clients recognise this has made this effort.    Clinging to the past and using inefficient systems not only slows down progress but also puts businesses at risk of falling behind competitors. The digital highway demands adaptability, agility, and the willingness to innovate. New tools like AI, automation, and cloud-based solutions are designed to remove obstacles, enhance collaboration, and drive efficiency across the board.    Embracing change can feel daunting, but the rewards are immense.   • In partnership with Google Cloud, the Singapore government has launched several initiatives to accelerate generative AI adoption, support AI startups, and train the next generation of AI talent—building on the momentum of the ambitious 100 Solutions in 100 Days program. We proudly announce that TOPPAN Ecquaria has been recognised as a Google Trailblazer - Innovation Award 2025 Winner! Our solution leverages Google Cloud's Agent Builder to develop two AI-powered agents—chat and search—designed for enterprise document processing (in our case, tender documents). These agents, powered by Google Gemini and Google Vertex AI Search, enable users to ask natural language questions and receive accurate, context-aware responses from previously uploaded documents. We then seamlessly integrated these agents with KAIZEN, which provides an intuitive chat/search UI interface for a smooth user experience.     Looking back at 2024, I am glad to be given the opportunities to share both my experience and Singapore's experience on Digital Government Implementation with a number of valuable audiences. It started with the Pakistan Digital Stack Conference held in Islamabad. I would like to thank Dr Sohail Munir for inviting me to speak at this conference, which I shared the details on Singapore's Digital Government blueprint and masterplans spanning the past 40 years. Apart from Dr Sohail, I had the privilege to meet up with some of the other top minds working on Pakistan's Government Digitalization efforts including Saqr Ereiqat, Zakir Syed, Khurram Saleem, Siim Sikkut, Mohammad J Sear, Mansoor A Sultan and Habibullah Khan. I was impressed with the intellect of these group of people, many whom have multiple PHDs and Masters degrees and with how focused they are on their effort to advance Pakistan's digitalization efforts.

  • Digital Government Africa 2024 in Zambia was a pivotal gathering of Digital Government Ministers and senior officials across Africa. Toppan teams from Singapore and Dubai showcased innovative solutions and shared insights, including Singapore’s SingPass Digital ID as a case study for government digitalization. Representatives engaged with officials from 16 nations, fostering collaboration and exploring ways to advance digital transformation across the continent. This event highlighted the power of global partnerships and the shared commitment to a digitally connected future.

    The next event I had the pleasure of speaking at was at Digital Government Africa 2024 in Zambia. I was amazed that the Zambian Government together with the event organizer was able to get the key Digital Government Ministers and senior officials from all the African countries to gather at a single place for the 3 day conference. I partnered my African colleague Nkululeko Nxasana to present to the delegates on Singapore's Digitalization Roadmap and how Singapore's SingPass Digital ID and Digital Services could serve as a good case study for African nations seeking to put their government services online. During the 3 days, my Singaporean colleagues from Toppan Ecquaria Chong Ser Wah, Emma Oh, Jeremy Lee together with our African and Dubai colleagues from Toppan Gravity Nkululeko Nxasana, Antoine Tanguy, Mona El Baz and Willem van Schalkwyk met up with the government officials of Zambia, Uganda, Malawi, Mauritius, Namibia, Tanzania, South Africa, Somalia, Seychelles, Ghana, Kenya, Nigeria, Angola, Sierra Leone, South Sudan and Cameroon to introduce them to Toppan's products, services and capabilities. I was impressed by cultural diversity of the people from different African nations and by the fact that they were all able to speak good English.

    I am very grateful for the opportunity to speak at the World Bank's Digital Academy Program in Tokyo which was attended by Government delegates from Vietnam, Cambodia, Phillipines, Bangladesh, India, Bhutan, Ukraine, Uzbekistan, Kyrgyzstan, Romania, Georgia, Kosovo, Moldovo, and Armenia. I want to express my sincere appreciation to Daisuke Hayashi and Julia Michal Clark from World Bank HQ for inviting me to participate at the event as an industry speaker. I shared with the audience on how the successful adoption of Singapore's SingPass Digital ID has resulted in the proliferation of trusted digital services which has in turn created a valuable Digital Economy for Singapore. I explained the different components of Digital ID technology and how Toppan Ecquaria has developed a Digital ID product mirrored after SingPass. While in Tokyo, I was also very fortunate to be able to make a visit Toppan's Corporate HQ. Many thanks to my Japanese colleagues from Toppan's Global Business Division - Nobuko Mori, Yuko Fujishima, Taro Noichi and Kosuke Inoue - for taking time off their busy schedule to meet up with me and enlighten me on the immense diversity of Toppan's business capabilities at the showcase products exhibition area - which ranges from the printing of packaging and secured media like money, passports to robotics, virtual reality, display technologies and semiconductor solutions. Coming from an IT background in Singapore - I am truly awed by the vast spectrum of products and services a multinational corporation like Toppan can bring to the world.
