can't build nukes
Well into future techs and civics. Built Both projects and ecided to play around with nukes. I have jet bombers and nuclear subs, but I can't build nukes for whatever reason. Neither project is available to me. The only thing I can think of is that I can't build nuclear power plants due to a silly world congress thing. But that shouldn't disable my ability to build WMDs.

You must have a source of uranium to build nukes. If you don't, trade with another civ.

Nuclear power plants were banned, not WMDs. Mahattan project is complete as well as Ivy. Have plenty of Uranium. World congress thing ended and still no nukes.

You need a silo. Get a military engineer and construct a missile silo on a tile.

You don't need a silo to build them. Just to launch them. You can also use Bombers and Subs to launch them though.

i have had the same problem recently, and it seems to be a UI bug and to start the projects you can click on the project from the tech tree and it will automatically add it to one of your city production ques

Actually, the world congress can ban WMD (nukes) by limiting them to the number of nukes that a specific Civillization presently has, if it is '0' then no one can build nukes".

Aye, the congress can set your nukes to 0 but you can still build more unless the congress outright bans the building of new nukes. Those are not the same decrees.
