About us

ESTABLISHMENT OF THE AUTHORITY Tanzania Civil Aviation Authority (TCAA) is a semi- autonomous public institution responsible for overseeing aviation industry in the United Republic of Tanzania. The Authority was established as a corporate body, pursuant to the Civil Aviation Act CAP 80(R.E 2006). CORPORATE GOVERNANCE The Authority is governed by a seven-member board of directors with six non-executive members and the Director General of the Authority. The President appoints the Chairman and the Vice-Chairman and the other directors are appointed by the Minister responsible for aviation. The Board has four Committees namely the Executive Committee, the Human Resources and Administration Committee, the Audit and Finance Committee and the Technical Committee, which undertake in-depth analysis of issues before referring them to the Board with recommendations. THE LEGISLATIVE MANDATE The Act mandates the Authority with provision to air navigation services and regulation of safety and security of the industry as well as economic regulation of air transport services, aeronautical airport services (airsides airport operations ground handling, refueling, in-flight catering and air navigation services.

  • TCAA WARNS AGAINST DRONE MISUSE, SUPPORTS PRISONERS IN MOSHI The Tanzania Civil Aviation Authority (TCAA) has raised concerns over the misuse of drones, warning that unauthorized use poses a threat to airspace safety. Speaking at Karanga Central Prison in Moshi on February 17, 2025, while donating essential supplies, TCAA Director General Salim Msangi emphasized the importance of drone technology but cautioned against irresponsible use, especially by journalists. “Drones are useful, but their misuse can be dangerous. Importation, registration, and usage require permits, and violating these rules will lead to legal action,” he said. Msangi also reminded the public that flying drones over restricted areas like prisons and military zones is illegal, urging compliance to prevent risks to aviation. During the visit, TCAA donated sanitary pads, soap, toothbrushes, toothpaste, and other essentials to support prisoners and detainees. Msangi encouraged organizations to assist in improving prison conditions, noting that rehabilitation is key to reintegration into society.   • Mamlaka ya Usafiri wa Anga Tanzania (TCAA), imefanya mafunzo kwa Wabunge wa Jamhuri ya Muungano wa Tanzania wa Kamati za Kudumu za Bunge za Hesabu za Serikali(PAC) na Sheria Ndogo juu ya uendeshaji wa Mamlaka katika majukumu yake ya Ki udhibiti na Uongozaji ndege. Pia utekelezaji wa miradi mbalimbali yenye lengo la kuendelea kuliweka anga la Tanzania salama. Semina hiyo imefanyika Februari 13, 2025 Bungeni Jijini Dodoma Lengo la semina hiyo ni kuwajengea uelewa wa pamoja waheshimiwa wabunge kuhusu Mamlaka na namna inavyotekeleza viwango vya kimataifa kwa mujibu wa taratibu za Shirika la Kimataifa la Usafiri wa Anga Duniani(ICAO). Katika semina hiyo Kamati hizo ziliongozwa na Makamu Mwenyekiti wa Kamati ya Kudumu ya Hesabu za Serikali(PAC) Mhe Japhet Hasunga kwa niaba ya wenyekiti wa Kamati zote mbili ambapo Naibu Waziri wa Uchukuzi Mhe. David Kihenzile na Mkurugenzi Mkuu wa Mamlaka ya usafiri wa anga Tanzania (TCAA) Bw.Salim Msangi akiambatana na wataalamu wake walitoa ufafanuzi kuhusu mambo mbalimbali kufuatilia maswali ya waheshimiwa wabunge. Mhe. Hasunga amempongeza Rais wa Jamhuri ya Muungano wa Tanzania Mhe. Dkt. Samia Suluhu Hassan kwa jitihada anazofanya kwa kutenga fedha zaidi za kutekeleza miradi ya mamlaka ikiwemo Ujenzi wa Chuo cha kisasa cha Usafiri wa Anga Tanzania (CATC,) mradi ambao hadi kukamilika kwake utagharimu shilingi bil 78. Pia amempongeza Naibu Waziri wa Uchukuzi Mhe. David kihenzile aliyekuwepo kwa niaba ya Waziri wa Uchukuzi Prof. Makame Mbarawa kwa kuhakikisha miradi inakamilika kwa wakati na kupatikana kwa fedha za kutekeleza miradi hiyo. “Leo tumepata mafunzo ya muhimu sana hasa namna Mamlaka inavyosimamia shughuli mbalimbali zinazokuwa zikiendelea kwa watoa huduma mbalimbali, sisi kama Kamati za Bunge tunasimamia na kuangalia namna taasisi zetu za umma zinavyotekelea majukumu yake tumejifunza namna marubani wanavyorusha ndege, mawasiliano baina ya Muongoza ndege na Rubani yanavyofanyika kwa usalama na tumeridhika" alisema Mhe. Hasunga Aidha, akifunga mafunzo hayo Mhe. Hasunga ameiomba Serikali kuendelea kutoa fedha kwa ajili ya kukamilisha miradi ya Mamlaka inayoendelea ili kuzidi kuboresha usalama wa anga letu na kuendelea kuvutia jumuiya za kimataifa Kwa upande wake Naibu Waziri wa Uchukuzi Mhe. David Kihenzile amewashukuru wabunge wa kamati zote mbili kwa kutenga mda wao na kupata mafunzo kupitia semina hiyo licha ya kuwa na ratiba ngumu za shughuli za Bunge zinazoendelea na kuahidi Wizara na taasisi zake zitaendelea kushirikiana na kamati zote. Awali Mkurugenzi Mkuu wa Mamlaka ya usafiri wa anga Tanzania Salim Msangi alitoa taarifa za miradi, mikakati na shughuli mbalimbali za maendeleo zinazotekelezwa na Mamlaka ambazo zinachangia anga la Tanzania kuwa salama kitaifa na kimataifa.

  • 25 Graduate from CATC’s Drone Pilot and Aerodrome Control Courses Dar es Salaam, February 7, 2025 – A total of 25 participants have successfully completed specialized aviation training at the Civil Aviation Training Centre (CATC), further strengthening Tanzania’s aviation sector. Nineteen trainees graduated from the Drone Pilot Course, while six completed the Aerodrome Control (ADC) Course. The official closing ceremony was presided over by CATC Head of Training, Didacus Mweya, who congratulated the graduates and urged them to uphold the institution’s reputation through professionalism and excellence. “You are now ambassadors of CATC. Carry forward the skills and discipline you have acquired here and contribute positively to the aviation industry,” Mweya emphasized. The Drone Pilot Course equips participants with essential skills in operating and managing unmanned aerial vehicles (UAVs), a rapidly growing sector in aviation. Meanwhile, the ADC course prepares air traffic controllers to manage aircraft movements at aerodromes, ensuring safe and efficient operations. CATC continues to play a pivotal role in aviation training in Tanzania, providing industry-relevant courses to meet the growing demand for skilled professionals.

  • In a historic moment for regional aviation, South African Airways resumed its daily flights to Julius Nyerere International Airport (JNIA) in Dar es Salaam after a five-year hiatus. The grand reception ceremony marked the revival of a vital air link between Tanzania and South Africa, promising to boost trade, tourism, and diplomatic ties. Speaking during the ceremony held at JNIA in Dar es Salaam on January 21, 2025, the Director General of the Tanzania Civil Aviation Authority (TCAA), Mr. Salim Ramadhani Msangi, described the occasion as a pivotal milestone in regional connectivity. “This is more than reopening a flight route; it represents the enduring strength of our partnership and shared aspirations for growth,” he said. Mr. Msangi credited the achievement to the visionary leadership of President Dr. Samia Suluhu Hassan, whose Economic Diplomacy agenda has elevated Tanzania as a hub for international collaboration, investment, and tourism. The event brought together prominent dignitaries, including Her Excellency Noluthando Mayende Malepe, South African High Commissioner to Tanzania, and Prof. John Maleselo Lamola, Chief Executive of South African Airways. Both praised the decision to reintroduce daily flights between Dar es Salaam and Johannesburg’s O.R. Tambo International Airport, recognizing the economic and cultural benefits it would bring to both nations. The return of South African Airways raises the total number of international carriers at JNIA to 25. This development comes amid significant growth in Tanzania’s aviation sector, which saw international passenger numbers at JNIA increase by 7.39% in 2024, reaching nearly 2.9 million. Mr. Msangi noted that the revived route would enhance competition, reduce travel costs, and simplify air connectivity for business travelers, tourists, and students. The daily flights between Dar es Salaam and Johannesburg also underscore the deep historical and diplomatic ties between Tanzania and South Africa, both of which are members of the African Union (AU) and the Southern African Development Community (SADC). Mr. Msangi highlighted the importance of such partnerships in fostering economic growth, cultural exchange, and people-to-people connections. During the ceremony, Mr. Msangi commended South African Airways for its confidence in Tanzania and the Tanzania Airports Authority for maintaining world-class infrastructure. He urged stakeholders to continue working towards attracting more international airlines, delivering exceptional services, and preserving the facilities that have positioned Tanzania as a leader in regional aviation. As the Airbus A320 prepared for its return flight to Johannesburg, Mr. Msangi reiterated Tanzania’s commitment to fostering international partnerships and driving economic growth. “This is a victory not only for the aviation sector but for our economy as a whole.   • Mamlaka ya Usafiri wa Anga Tanzania(TCAA)imejipanga kutekeleza mikakati yenye lengo la kuhakikisha kunakuwa na uendelevu wa kusimamia Sekta ya Usafiri wa Anga nchini kwa sasa na baadae. Hayo yalibainishwa na Mkurugenzi Mkuu wa TCAA Bw. Salim Msangi wakati akiwasilisha mikakati hiyo mbele ya Kamati ya kudumu ya Bunge ya Miundombinu Januari 15, 2024 mkoani Dodoma. Mikakati hiyo ni pamoja na kuendelea kusimamia sheria na kanuni za usafiri wa Anga ili kuhakikisha Anga la Tanzania linaendelea kuwa Salama na kuwa kivutio kwa mashirika ya ndege ya kimataifa mbalimbali. Kuendelea kufanya maandalizi kwa ajili ya Ukaguzi wa Shirika la Usafiri wa Anga Duniani (ICAO) ambapo kwa sasa TCAA imeendelea kuhuisha kanuni za usafiri wa Anga ili ziendane na matakwa ya Shirika la Kimataifa la Usafiri wa Anga Duniani, kuhuisha nyaraka na miongozo ya wakaguzi ili ziendane na mabadiliko ya kanuni mpya. Mingine ni kuendelea kutoa mafunzo kwa ajili ya wakaguzi ili kupata weledi na namna bora ya kufanya kaguzi na usimamizi wa uthibiti wa Usafiri wa Anga na kuendelea kufanya kaguzi za ndani ili kutathimini uwezo wa kampuni zilizosajiliwa nchini kwa kuzingatia matakwa ya kanuni za Usafiri wa Anga nchini. Mikakati mingine ni kuendelea kusimamia mafunzo endelevu kwa marubani, wahandisi, na watendaji wengine wa Sekta ya Usafiri wa Anga. Pia kuendeleza uwekezaji katika mifumo ya kisasa ya uongozaji wa Ndege na mawasiliano kuhakikisha inaendana na mabadiliko ya kiteknolojia na matakwa na miongozo ya Shirika la Kimataifa la Usafiri wa Anga Duniani (ICAO); Pia kuendelea kushirikiana na nchi jirani na mashirika ya kikanda na kimataifa kwa kushiriki mikutano na makongamano kwa lengo la kubadilishana uzoefu. Kuhimiza matumizi ya teknolojia rafiki kwa mazingira katika Sekta ya Usafiri wa Anga kwa lengo la kupunguza athari za mazingira zinazotokana na shughuli za Anga. Kuhakikisha viwanja vya ndege na miundombinu inayohusiana inakidhi viwango vya kimataifa. Kuendelea kukitangaza chuo cha usafiri wa anga (CATC) ili kuweza kuwavutia watanzania na wasio watanzania kujiunga na masomo ya muda mfupi katika sekta ya Usafiri wa Anga. Na kuendelea na ujenzi wa Chuo cha Usafiri wa Anga ili kuweza kuwa na mazingira bora zaidi ya kufundishia pamoja na vifaa vya kisasa. Kamati imesisitiza kusimamia mikakati hiyo na kuhakikisha chuo cha CATC kinajengwa.
