⚠ Labor market shock in Ukrainian agriculture KSE Agrocenter and the Leibniz Institute of Agricultural Development in Transition Economies (IAMO) have published a policy paper examining the labor market shock in Ukraine’s agricultural sector. The study reveals that the first year of the full-scale invasion brought a significant disruption, with over 20% of surveyed agricultural enterprises reporting severe labor shortages affecting their operations.While other production areas showed signs of recovery in 2023, labor shortages have become an increasingly urgent challenge for farmers. 🔽 To address the impact of the war on the agricultural workforce, the government should promote programs to involve women and veterans in production and develop targeted support measures. 🌾 Ukrainian Farmland Market Reaches New Heights In October 2024: ✅ 11,300 transactions were completed, covering over 25,200 hectares—the highest since the start of the full-scale invasion. ✅ Land prices remained stable, with an average price of UAH 44,800 per hectare. ✅ The Prozorro.Sale platform set records: rental prices for municipal farmland soared to UAH 9,500 per hectare, the highest since 2022. The growing land market is also bolstering local communities. In September 2024, revenues from agricultural land circulation exceeded UAH 3.4 billion, a remarkable 18% increase year-on-year. 📈Since the beginning of 2024, due to land-related rents and taxations, local budgets have received more than 23 billion UAH in tax revenues, which is 15% more than in the same period in 2023. In July alone, local budgets received 3.5 billion UAH in revenues from agricultural land, which is 13% more than last year. This helped partially compensate for the decline in other tax revenues caused by the redirection of personal income tax paid by the military servants from local budgets to the state budget—📉about 16% of the 2.5 billion UAH shortfall in July. Overall, the share of revenues related to agricultural land in the total tax revenues of local communities has increased from 11% to 14% this year, underscoring the importance of land markets in maintaining and strengthening the financial capacity of communities. The leading region in terms of budget revenues from agricultural land remains Dnipropetrovsk Oblast, with 261 UAH/ha in July. For this region, agricultural land is a key source of local budget revenues, accounting for 18% of all tax revenues. Across Ukraine, communities in July this year collected an average of 90 UAH in budget revenues per hectare. A key factor in the growth of community revenues from the circulation and use of agricultural land was the increase in payments for the lease of municipal agricultural land (+11%) and the revival of budget revenues from the land tax (+12%). Community finances also benefited from the increase in revenues from the minimum tax liability. In July 2024, payments for the MTL amounted to 116 million UAH, the highest monthly income from this tax since the beginning of the year.
