While Ukraine is still in the middle of a full-scale war against Russia we in Restart try to re-group and focus on the most effective and efficient aspects of cities lives, which can make them more resilient and stable. This time I am happy to share the results of the work with four Ukrainian regional cities – Vinnytsia, Poltava, Lviv, and Chernivtsi. This work was supported by the subsidy from GIZ. What is it about? For Vinnytsia we developed an approach to analyze various dimensions of the bomb shelters – critical safety urban component these days. For Poltava we explored ways to expand the green environmental structure of the city maximizing the mental health effect but also with a respect to the current budget limitations. For Lviv we looked holistically at the future development area and helped to analyze it through the doughnut methodology approach. For Chernivtsi we provided a set of recommendations for the tactical urbanism solutions for the local Schiller park. This and more you can find on the project page at our fresh website. I am left with no words after the most amazing 2 days at the first ever in-person gathering of local governments working with Doughnut Economics, that we at Doughnut Economics Action Lab (DEAL) co-hosted with city of Bad Nauheim | Die Gesundheitsstadt the amazing Yuge Lei and Anea Lang. What an inspiring group of people bringing their experiences, challenges and dreams from so many different places as we came together to brainstorm collectively how to go forward - and deeper - experimenting with the ideas of Doughnut Economics in local policy. My head is full of ideas and my heart is full of hope. 𝐏𝐚𝐧𝐨𝐫𝐚𝐦𝐚 𝐔𝐤𝐫𝐚𝐢𝐧𝐞, a joint initiative by the International Architecture Biennale Rotterdam (IABR), Ukraine-Netherlands Urban Network (UNUN), College van Rijksbouwmeester & Rijksadviseurs, Vereniging Deltametropool and Restart, with generous support from the Dutch Ministry of Education, Culture and Science, has successfully completed its latest workshop in Lviv. This session was co-organized together with local partner urban reform and the support of the Embassy of the Kingdom of the Netherlands in Ukraine. Following the June session in Rotterdam, this three-day workshop, held from September 9 to 11 at 𝐔𝐫𝐛𝐚𝐧 𝐂𝐚𝐦𝐩 𝐋𝐯𝐢𝐯, centered again around the theme of "𝐇𝐞𝐚𝐥𝐭𝐡𝐲 𝐚𝐧𝐝 𝐅𝐮𝐭𝐮𝐫𝐞-𝐏𝐫𝐨𝐨𝐟 𝐍𝐞𝐢𝐠𝐡𝐛𝐨𝐫𝐡𝐨𝐨𝐝𝐬" The event brought together Ukrainian architects, urban planners, and designers, alongside Dutch and Ukrainian group leaders and experts, to work collaboratively on creating sustainable neighborhood solutions for five Ukrainian communities. With participants traveling from various cities across Ukraine, Germany, Poland, Lithuania, and the Netherlands, the spirit of cooperation and resilience was palpable throughout the event. We are incredibly grateful for everyone's commitment and dedication, especially in such challenging times. Over the course of three days, five working groups, each focusing on a different Ukrainian community—𝐊𝐡𝐞𝐫𝐬𝐨𝐧, 𝐕𝐨𝐳𝐧𝐞𝐬𝐞𝐧𝐬𝐤, 𝐊𝐥𝐞𝐬𝐢𝐯, 𝐎𝐤𝐡𝐭𝐲𝐫𝐤𝐚, 𝐃𝐫𝐨𝐡𝐨𝐛𝐲𝐜𝐡 and one of the groups worked with general solution—dove into intensive discussions and design sessions, guided by experts from both countries. The energy and collaboration were fueled by insightful presentations from experts such as Maria Kuzemska from Cedos and Dr Julie Lawson. Julie Lawson, International Urban and Housing Expert. Key speakers included Dutch Ambassador in Ukraine Alle Dorhout and Honorary Consul of the Netherlands in Lviv Andriy Hrynchuk, who offered words of encouragement to the teams, reinforcing the importance of cross-border collaboration in urban development and community resilience. The workshop culminated in the final presentations of the teams' solutions on September 11. These innovative, community-driven proposals, developed by professionals and students alike, mark the beginning of a new approach to neighborhood design in Ukraine. We are proud to announce the signing of a Letter of Intent between the Urban Lab Ukraine, with Irpin community. This collaboration titled "Just Transition: Digital Tools and Potential for Inclusive, Intelligent, and Sustainable Urban Renewal in Ukraine, " will focus on the recovery-focused spatial planning and sustainable urban development. The key priorities will be : 🔍 Enhancing Digital and Data Capacity: Providing advanced digital solutions and research for sustainable development, ensuring public participation and needs-based data to inform urban recovery. 📗 Restoration Program: Developing a comprehensive plan to shape Irpin’s future with a focus on European values and human-centered design principles. 📈 Strategic Impact: Establishing a foundation for Irpin’s long-term growth and infrastructure recovery . Right after our midyear strategic review in Restart I decided to share some of the details publicly. It might be interesting for the urban planners, local administration, newly formed Ministry of Hromadas and Territories. There is no recovery after the war but the recovery during the war. This process for Ukrainian cities and municipalities is critical to maintain the social, economic activity all around Ukraine and minimize the buffer zone along the frontline. Unfortunately, urban planning could not be the only effective approach to protect the cities but only based on the United Defense Forces of Ukraine huge efforts. In our work in 2024 and 2025 based on the current situation for Ukrainian hromadas we plan to deepen and integrate in one methodology and approach four pillars: critical infrastructure, safety, social cohesion (and inclusion), space activation (and self identification). Being part of the official legal process and developing Comprehensive Recovery Programs and Integrated Spatial Development Concepts we at the same time look beyond these procedural documents. In our vision a system change is required to revert the trajectory of hromadas. For this conventional planning exercises such as classic SWOT analysis or basic public hearing are anymore sufficient. Understanding the upcoming EU accession, synchronization with the NATO standards, introduction of the new cross-national frameworks we see of high importance bringing the aspects of, for instance, New European Bauhaus, Ukraine Facility Plan, EU Green Deal to regular recovery projects in Ukraine. We believe that our holistic spatial approach could be a common denominator and a benchmark both for international organizations and Ukrainian hromadas to look beyond purely procedures into the change of life quality for Ukrainian citizens on the ground.
