Following today’s decision to maintain interest rates at 4.75%, Andrew Bailey, Governor of the Bank of England, said: “We’ve held interest rates today following two cuts since the summer. We need to make sure we meet the 2% inflation target on a sustained basis. We think a gradual approach to future interest rate cuts remains right, but with the heightened uncertainty in the economy we can’t commit to when or by how much we will cut rates in the coming year.”

The Bank of England has released over the last week a set of publications on how it delivers its regulation and supervision of financial market infrastructures (FMIs). These publications set out what we have delivered over the past year, our approach to cost benefit analysis (CBA) when making rules, and propose higher quality incident and outsourcing reporting requirements for FMIs. Together these demonstrate our commitment to transparency and accountability, and also in setting high standards to ensure FMIs can manage risk and allow payments to be made safely in good times and in bad. Today the Bank of England, Prudential Regulation Authority (PRA) and the Financial Conduct Authority (FCA) published the annual CBEST thematic report, marking 10 years of the CBEST programme. CBEST is a threat-led penetration testing assessment framework, that enables firms and Financial Market Infrastructures (FMIs) to identify, understand and remediate vulnerabilities in their cyber resilience. This year our findings continue to highlight gaps in firms and FMIs foundational cyber defences. Areas for firms and FMIs to focus on are: • cyber security risks to assets and individuals; • cyber risk management and impact-based approaches to the protection of key resources (people, process, technology, and data); • detection and response capabilities leveraging the latest threat intelligence; and • cyber incident response to eradicate threats and mitigate impacts. With the cyber threat landscape constantly evolving, firms and FMIs should consider where the findings can strengthen their cyber resilience capabilities. CBA is an integral part of good policymaking. These SoPs explain how the Bank of England and the PRA estimate costs and benefits as part of their policymaking process. Supported by the CBA Panel, CBA enhances the transparency of our policymaking and our accountability and helps us make better policy. This month, the Decision Maker Panel (DMP) runs its one-hundredth survey wave. Since 2016, the survey has brought timely and quantitative evidence to policymakers, particularly the Bank of England’s Monetary Policy Committee, from a large sample of UK businesses. This rich dataset has also informed research on a wide range of topics. In this post, we highlight key findings from our analysis of the survey data, drawing on past research publications as well as ongoing work. These findings include measuring the uncertainty faced by businesses following the Brexit referendum, providing high-frequency data on the impact of Covid, measuring firm price-setting and inflation expectations, as well as monitoring the impact of higher interest rates.
