Bargate Homes was established in 2006, to be a truly differentiated homebuilder in its product and guiding principles. To be better, not big. To focus on doing the right thing, in delighting customers; not prioritising margins and shareholder returns. To reject the malaise of mediocrity in new homes design & build standards and appalling levels of customer service. To develop a limited number of select developments annually, exclusively in beautiful locations within 45 minutes of our Fair Oak Headquarters. To recognise our corporate responsibility; to have a purpose beyond profit. To demonstrate a duty of care in development, to enhance the beautiful local area we all choose to call home and give back to the communities in which we develop.     We've submitted an Outline Planning application for up to 62 homes in the coastal town of Stubbington, Hampshire. The development site spans 3.7 Ha (9.2 acres) and would create a positive contribution to the existing housing stock and green infrastructure, with new public open space and a natural play area. Located west of Old Street, the plans for the proposed development - by Snug Architects - include a mix of homes and tenure, over one and a half or two storeys. We submitted a pre-application to Fareham Borough Council in May earlier this year, with an initial proposal of up to 70 dwellings. The application has since been amended, including a reduction in homes to 62 to provide more open space. At least 40% of this proposed development will be allocated to our parent company VIVID for affordable housing. Mark White, our MD, said: “Currently designated for agricultural purposes, the site is inaccessible to the public. If we receive the go-ahead to construct this bespoke collection of new homes, it will help the local community by boosting the population of Stubbington and Hill Head.     We have submitted a Reserved Matters Application to Arun District Council for 95 new homes in the coastal village of Pagham, West Sussex. Located on Pagham Road, the proposed development plan - covering 4.19-Ha (10.35 acres) - features a variety of mixed-tenure detached, semi-detached and terraced houses, alongside maisonettes. Designed by Thrive Architects Ltd, the plans comprise one-, two-, three- and four-bedroom homes, as well as new Public Open Space and pedestrian access to serve the wider existing community, together with children’s play areas. 30% of the 95 homes will be allocated to affordable housing and managed by our parent company VIVID. Mark White, our MD, said: “We are pleased to submit our detailed planning application, proposing 95 energy-efficient high-quality new homes for Pagham. This housing development will create much-needed opportunities for families to own a home in West Sussex.     Back in September, our MD Mark White, was announced as the chair of the Future Homes Hub’s SME liaison group. With the group now established, Mark has spoken with Show House about what it’s looking to achieve. "Diversification of the market is so important. PLC housebuilders are well aware of this and appreciate the health of the whole industry relies on us regarding each other as peers, not rivals. But, to make real headway with the roll-out of green technology, we must work together more effectively as a collective – for the sake of the customer. "I’m proud that a number of SMEs are already at the forefront of driving change and working with the new government to address the vast challenges and environmental targets faced by the housebuilding industry. But while the journey to net zero is so critical, unless residential developments are commercially viable, they won’t be delivered. "All SMEs want to play a meaningful role in achieving the Labour administration’s manifesto pledge of 1.5 million new homes. To do this, we need to debate key issues, suggest solutions, and approach continued change with an open mindset. "The Future Homes Hub has a Chief Executive Council, which is well supported by industry heavyweights such as Barratt’s David Thomas, Taylor Wimpey’s Jenny Daly, and Greg Fitzgerald of Vistry. While their corporate challenges cannot be underestimated, the immense buying power and budgets of the PLCs are something to behold. "My task as chair is to take the obstacles that my SME friends and colleagues are experiencing to the Future Homes Hub team – and rally the Chief Exec Council. "We’ll be collating new intel and listing the top asks that would make the biggest difference. While we’re not looking for cash handouts, the sharing of expertise, buying power, and technologies would enable thousands more homes to be delivered – on sites the PLCs largely overlook. "Smaller sites naturally have tighter budget allocations. If SMEs can be party to detailed findings of what’s been successfully trialled to make the UK’s future homes and developments even more greener than they are today, this could be replicated in the most cost-efficient way. The number of homes that are then commercially viable to take through the planning process and deliver could rise exponentially."     With some SME housebuilders reassessing viability plans, I've penned my views on the situation in the aftermath of the Autumn Budget. The Labour Party’s positive stance on housebuilding felt like a long overdue shot in the arm back in mid-summer when the new government was formed. Delivering Labour’s targeted 370,000 new homes per year – when only 135,000 are expected to be completed during 2024 – would be transformative. Initial welcome measures such as 300 additional local authority planners were understandably going to take time to implement. At the Party Conference in late September, housing continued to lead the agenda, with promises of the return of mandatory housing targets, radical planning reforms, releasing greenbelt land, and freeing up ‘grey belt’ sites, would quickly lead to ‘shovels in the ground, cranes in the sky, and the sights and sounds of the future arriving.’ However, the measures announced in the autumn Budget have increased the cost burden on all businesses and left some smaller housebuilders in an untenable situation. The April 2025 lowering of the NI contribution threshold – together with rises in the National Living Wage and employers NI – require a rework of company pay structures and development appraisals. The cost per employee is rising by 9% for some businesses, with the construction supply chain amongst the worst affected. The inflationary impact of Rt Hon Rachel Reeves’ tax-raising Budget has wiped out base rate cuts that the market had been anticipating for the next 12 months, so the cost of debt finance is unlikely to drop. Meanwhile, obtaining planning for residential development still costs around £400,000, and there has been no reduction in the amount of time it takes to receive a Resolution to Grant, signed Section 106, or the discharge of planning conditions to enable a start on site. Reeves’ Budget has dished out too much pain and absolutely nothing to help lessen the blow. It could derail the government's entire growth plan. Every housebuilder will need to take a leap of faith and remain positive about the market. With no spring Budget, I fear many more SMEs will tragically fall into administration.     We have submitted a Reserved Matters application to Eastleigh Borough Council for 49 homes on a 4.2-Ha site, located west of Allbrook Way, in Allbrook, Eastleigh. Our detailed proposal includes a mix of one- and two-storey dwellings that will be either detached, semi-detached, terraced or bungalows. The scheme design illustrates a variety of energy-efficient homes, with a range of one-, two-, three- and four-bedrooms. 32 of the homes will be sold on the open market, with 11 available through affordable rent and six for shared ownership, meeting the tenure policy requirements for the Borough. The affordable plots will be transferred to our parent company, VIVID. Mark White, our MD, said: “We are pleased to have submitted a Reserved Matters application for this prime site. Our proposed plans will deliver a collection of new energy-efficient homes for the local community, with green technologies included as standard. Future residents will be able to enjoy this extremely sustainable location, with local amenities and public transport either a short walk or a drive away.     Reacting to the MPC’s decision to cut the Base Rate, Mark White, our MD, said: “Today’s Base Rate cut to 4.75% could make moving onto or up the housing ladder easier for those looking to buy a home before the unhelpful Stamp Duty threshold changes take effect in March 2025.   “This Rate cut was anticipated and much-needed, as for the first time since the 1960s there is no home ownership support available for vying first time buyers. Without a healthy level of demand and affordable access to the first rung of the housing ladder, housebuilders will not be able to accelerate build programmes, even on sites with planning.   “The Home Builders Federation, National Housing Federation and Savills have predicted that without government support for first time buyers and social housebuilding, only one million homes will be delivered by 2029. This would mean The Labour Party’s housebuilding drive was no less successful than the previous Conservative administration.   “The best way to create thousands of new homeowners would be to implement a new version of Help to Buy. After nearly 10 years of successfully enabling hard-working people to move into energy-efficient new homes, it was madness to cancel such a popular initiative during a widespread cost of living crisis. Especially when Help to Buy did not cost the taxpayer – it generated a surplus!”

    What an amazing morning spent at St. Mary’s today! We had a wonderful opportunity to take some families on a guided tour of the Football Club, hosted by Leon Burton Saints Archive, and the one & only James Beattie. The kids had a blast, and it was great to see so many accessible facilities available. What a brilliant job SFC has done with their new sensory room (Bargate Homes), which means that the whole family can now attend games, even if a family member has additional sensory needs. Well done Saints 👏🏻 We were thrilled to have been allowed to see the Boardroom, the 1885 and the changing rooms, amongst so many places. Each family were given a programme, which James kindly signed for them. A great day at St. Mary’s… enjoy Felicity’s video wishing the team good luck for tomorrows game ❤️🤍❤️ UTS
