Buckinghamshire Local Plan Updates ⬇️ Following the creation of Buckinghamshire Council in April 2020, they are required to produce a Local Plan by April 2025; however, progress appears to have stalled. We are yet to see the publication of a Growth Scenario or any consultations associated with a new Local Plan. The new NPPF standard method, does result in an uplift in the number of dwellings the County will need to target, by some 1,400 homes. This is a significant number and will challenge Buckinghamshire. Their call for sites remains open, so if you have land available there is an opportunity to promote it and seek to have it allocated in any future Local Plan. Cambridgeshire Local Plan Updates ⬇️ As we move towards the end of 2024, the team at Barker Parry have been looking ahead as we try to predict what may happen with plan making in the new year. A number of Local Plans and Local Plan reviews are set to commence in Cambridgeshire in 2025 with several consultations on the horizon. Peterborough City Council looks set to undertake a Regulation 18 Consultation early in 2025, East Cambridgeshire expects to undertake a Call for Sites and initial consultation on a new Local Plan across 2025 and the Regulation 18 Consultation for the Greater Cambridge Plan is expected in the second half of the year. In the meantime, the Greater Cambridge Shared Planning Service is consulting on a number of Supplementary Planning Documents including the Draft Greater Cambridge Planning Obligations Supplementary Planning Document, the Draft Greater Cambridge Health Impact Assessment Supplementary Planning Document and the Draft Cambridge Biomedical Campus Supplementary Planning Document. Consultation on all three of these documents runs until 24 January 2025. Huntingdonshire remains on top of their Local Plan progress; their current Local Plan was adopted in 2019 and the Council commenced a review of the document in early 2023. The new NPPF sees an uplift in the housing requirement for the district, this will have to be considered as they move towards their Preferred Options Local Plan in late 2025. Whilst the formal Call for Sites process has closed, Hunts are still open to considering any additional sites that are submitted now. New development complete in Hertford! Towards the end of last year, we started working with Chase New Homes on a number of residential developments in and around Hertfordshire. In 2023, they came to us with an outline permission for a complete redevelopment of the Bircherley Green Shopping Centre in Hertford, which had become run down with very little shops remaining. The scheme had commenced, but there were some difficulties with residual planning matters. We were pleased to come on board and assist with a series of NMAs, Changes of Use and Discharge of Conditions applications, to facilitate the final stages of the project. Key aspects of the development, named ‘Lea Wharf’ include: ✅98 private one and two bedroom riverside apartments ✅Range of local shops, bars and restaurants ✅Roof Terrace for Tallow Wharf residents ✅Flats fitted to high end specification ✅Walking distance to Hertford North and East train stations The development has recently won the Hertford Civic Society’s 2024 award, and received the Silver Award for Best Apartment Scheme in the What House? Awards 2024. The project is a significant improvement upon the previous shopping centre, creating many new homes as well as community facilities. It’s lovely to take a breather and reflect on this year and our clients’ projects. We’re grateful to everyone who has trusted us to support their mission – if variety is the spice of life then 2024 delivered. We’re proud that our work has contributed to hundreds of new homes as well as creating and enhancing many business and commercial spaces. It’s been an eventful year for our team too. We welcomed Sophie and Lia and their talents to the team and said a fond farewell to Holly who left us for her next challenge. We swam 37.9km for Help for Heroes, raising £475! And we supported our hometown, and our local charity the Garden House Hospice Care wherever we could. If we could sum up 2024 in one word, it’s *connected*. It’s been a social year! Our consultants could be found at Twickenham with Chase New Homes, at the grand opening of Settle‘s Orchard Close scheme, at the Steele Bodgers game with Birketts LLP and Paul Basham Associates and the Bridgewood Group Ltd team's Christmas do, to name just a few. We also joined the Hertfordshire Chamber of Commerce and have enjoyed networking with other local businesses to make each other stronger. We can’t wait to get stuck into the new year and all the fun interpreting the new NPPF and seeing exciting new projects come forward. Permission granted for a barn conversion in St Albans! In July 2023, a pre-application was submitted to propose the conversion of a redundant Hay Barn into a 4/5 bed dwelling on a site in the countryside on the outskirts of St Albans. Pre-application advice provided by the Local Planning Authority indicated that the principle of development would be acceptable. In response to the pre-app feedback, earlier this year, we assisted our client in submitting a full planning application for a change of use of the agricultural barn to residential dwelling. The project presented its challenges due to being in the Green Belt and in a Conservation Area, but we were successful in obtaining consent. Local Plan update for Central Bedfordshire ⬇️ Central Bedfordshire Council have issued a ‘Call for Sites’ as part of the process of updating their Local Plan. CBC recently undertook a Call for Sites for brownfield land, but these sites alone are not enough to meet the future demand of homes, education or local facilities for the next Plan period. A wider Call for Sites has now opened until Monday 20 January 2025.
