The British Exporters Association (BExA) is an independent national trade association representing the interests of the export community. Established in 1940 as the National General Export Merchants Group, it became the British Export Houses Association and then in 1988 adopted the name of British Exporters Association when it recruited manufacturing companies as members. Our membership is drawn from across the exporting community, including capital goods manufacturers and international traders (large corporate, MSBs, SMEs and Micro exporters), and their bank, credit insurance and other service providers. BExA seeks to promote the interests of its members and all UK exporters, with a particular focus on trade finance and export credit insurance.

🔊 Feedback - Customs and Rules of Origin 🔊 In recent years, the UK has agreed a number of Free Trade Agreements. The committees to support the effective implementation of the Australia, New Zealand and Viet Nam agreements are scheduled to meet in Q1 of 2025. These act as an opportunity to discuss any emerging issues arising from the FTAs and provide UK trader feedback to partner countries on how the agreements are being used. In preparation for the committees focusing on Customs and Rules of Origin, BExA is collating feedback from its members to help understand how these agreements are working for businesses and what barriers they face when moving goods between the UK and these partner countries. Historically, topics discussed include the simplification of customs procedures, discussions on origin cumulation and the transposition of the tariff schedules under the agreement to HS2022. By way of background, the Customs & Trade Facilitation Chapters in both agreements commit parties to shared high standards across a range of customs procedures. These include various customs simplifications and firm time commitments to improve supply chain efficiency, such as: ✅ Commitments to offer traders meeting certain criteria the option to submit customs declarations containing a reduced set of data or supporting documents, including for the movement of low-value consignments, and the option to defer payment of customs duties and taxes until after the release of those imported goods; ✅ Commitments to release goods from customs control within 48 hours of arrival (in normal circumstances - a term which was mutually agreed to mean usual conditions at customs i.e. no external, unpredictable factors delaying release). In the Rules of Origin chapter for Origin Procedures, the agreements provide details on: ✅ The requirements for claiming preferential tariff treatment, including the proof of origin (origin declarations and with Australia and New Zealand: importer’s knowledge) and record keeping requirements; ✅ The customs authority obligations for investigating claims for preferential tariff treatment and for granting or denying such claims. Last week, the UK Government approved the use of export finance to secure critical minerals, fuelling UK industrial growth and the net zero transition. ‘Critical minerals’ are raw materials like lithium, graphite and cobalt which are essential to the UK’s largest exporting sectors. They are used in a range of emerging and sustainable technologies like electric vehicles, solar panels and wind turbines. Financing will be offered in the form of credit guarantees to overseas companies, helping them access debt financing for projects which supply UK exporters with critical mineral products – including both raw and processed materials.
