Arts festivals are a vital part of the UK cultural sector, with more than 1,000 taking place nationwide. Our research has found they are at a critical juncture. This week, Senior Consultant Rhiannon Davies launched the report 'Festivals Forward' for the British Arts Festivals Association (BAFA) at their annual conference. The report examines the current state of arts festivals in the UK and identifies key opportunities for change. The findings are clear, while festivals have much to celebrate, support and change is needed so that they can thrive —strengthening local communities and boosting the UK’s cultural economy. Very proud to have been at the British Arts Festivals Association (BAFA) conference today to launch Festivals Forward, BOP Consulting's report on the current picture across the arts festivals sector. It's been great to work on this over the last few months and even better to see it out in the wild. I'm also really grateful to all of the organisations that have contributed to the research - hopefully we can stimulate some interesting conversations for the sector!
We’re delighted to launch Festivals Forward today, the report featuring the results of our Festivals Mean Business sector-wide research. In the report, developed by BOP Consulting, we reflect on a sector that is ‘surviving rather than thriving’, but one that still has much to celebrate. Some of the key findings include: ☑️ The 101 reporting festivals stage more than 11,000 events the length and breadth of the country. ☑️ They attract a total of more than five million attendances (ticketed and unticketed) to in-person events and more than 100,000 to online events. ☑️ Survey respondents engaged a total of 34,000 artists and ensembles in 2023, programming over 2,700 new works. ☑️ 86% of arts festivals deliver outreach work in schools and other community spaces, often year-round. We’ll be using this report as a vehicle to call for greater investment in arts festivals, supporting our members to go beyond survival and thrive in a challenging climate, in a way that explores and embeds sustainability, diversity and inclusivity. The UK’s economic and social renewal runs through creativity and Birmingham. There is immense unfulfilled creative potential everywhere in the UK. Unlocking this in Birmingham – our second city, with productivity lagging the UK average – has disproportionate impact. We make this happen by collaboration between investors in talent and content, Combined and Local Authorities, and creative and local communities. This mix is what the UK’s industrial strategy anticipates – with its focuses on the Creative Industries, place, and crowding-in investment. This future is emerging in Birmingham. Thanks to investment by the BBC and collaboration in Digbeth and across the region. Fantastic that leaders like Tim Davie, Richard Parker, John Cotton are making this happen. With so much more to come. Our new report with City-REDI, University of Birmingham is out today, forecasting that the BBC will contribute an additional £282 million in gross value added (GVA) to the West Midlands region by 2031. Our research outlines a growth blueprint that builds on the BBC’s increased investment in West Midlands' creative economy, estimating that the BBC’s renewed commitment: 🔹 Is anticipated to create 910 additional full-time equivalent (FTE) jobs directly supported by the BBC 🔹 With further investment could lead to the creation of 224 new firms, supporting 7,603 FTE jobs. 🔹 By 2031, could grow creative sector employment in the West Midlands by 18%, with potential for job opportunities to double by 2040. The report also recommends a well-resourced, coordinated approach to boost entrepreneurial zeal and confidence in the region, supported by well-targeted public policy. A tribute to our friend and colleague Richard Holt from BOP Co-founder, Jo Burns. "Richard Holt, a friend and colleague of BOP, died on 21st October. A distinguished economist, Richard was director of global cities research at Oxford Economics, a post he’d had for more than a decade having previously held senior research and consultancy roles in cities including New York and Birmingham. We met him first in Manchester. It was the era of Regional Development Agencies (RDAs) who were showing interest in a new concept, the creative industries. Who better than Richard to give us the knowledge and indeed the credibility in what was essentially economic case-making for all things culture and creative in city and regional development. Even better, Richard really believed in their significant contribution to the economic, social, educational and commercial life of cities. We learned from him and he from us and, in the ensuing decades, this continued both formally and informally on a wide range of projects. Richard was an accomplished writer - his highly-regarded book, Second Amongst Equals, is described thus: 'a book about post-war Chancellors of the Exchequer might not seem very exciting, but this book is very funny indeed.' He was equally witty and insightful as a speaker, contributing to conferences across the globe. Learning was precious to him, finding discovery and pleasure in activities from music appreciation to yoga to painting Encouraged by his husband, Nigel, he became something of an avid theatre goer and was looking forward greatly to his retirement to spend more time doing the things he had come to love with his partner of many years. Policymakers are increasingly interested in the role that freelancers play in the cultural economy. For example, Arts Council England's Creative and Cultural Freelancers study by University of Essex was published today, providing a deeper understanding of the challenges and opportunities faced by freelancers in the UK. Freelancers make up 30% to 70% of the cultural workforce depending on subsector and geography. However, there has historically been little research on this vital part of the creative industries. At BOP, we reviewed over 80 policy interventions across nine cities. We identified five key themes that demonstrate how leading creative cities are supporting cultural freelancers, offering lessons on how to build a thriving freelancer ecosystem.
