Somerset Local Plan Call for Sites Somerset Council has launched a 6-week Call for Sites as preparations continue to produce the first Somerset Local Plan. Who can participate? Landowners, developers and site promoters are being invited to submit land they would like to be considered for development. The submissions will be a source of evidence to inform the Council’s decision to allocate sites for development in the Somerset Local Plan. Why now? Since Somerset became a unitary authority in April 2023, the preparation of the Somerset Local Plan has been long awaited. This signals a major step forward in emerging planning policy for Somerset. Following the revision to the National Planning Policy Framework in December 2024, the Call for Sites is launched at a time where national focus is on increasing housing delivery (read our article here: https://lnkd.in/eUTTtRMq). The Call for Sites comes at a perfect time to align with these national ambitions. Do not miss the opportunity The number of new homes that Somerset will require to plan for is higher than the current Development Plan delivery target; it presents a crucial opportunity to promote land for development. It is important that those with an interest in land across Somerset who would like to bring forward development, engage with this Call for Sites. I'm delighted to say that last week Dorset Council's Planning Committee resolved to grant permission for Lidl's application in Sandford, despite their officers' recommendation for refusal. The site lies adjacent to, but outside of, the settlement boundary and is within the Green Belt, and a pre-app submission back in July 2022 had elicited the response that any planning application was likely to be refused and that they could not encourage us to submit a planning application. Despite that we considered that 'very special circumstances' did exist to justify the development, and so proceeded with an application. It has taken a little over 2 years to get to committee, but Dorset Council's planning officers did an exemplary job, being happy to keep a dialogue going and allow us the opportunity to address any points of concern, which is in marked contrast to some authorities I know who rush to a determination! In demonstrating 'very special circumstances' our main point was the significant need for the proposed store, as evidenced by the fact that almost half of the locally generated convenience goods expenditure is currently leaking away to stores in Poole - Mayer Brown Ltd estimated that providing a store within the Wareham/Sandford catchment would reduce vehicle mileage by just over 1 million miles per year, and in turn reduce greenhouse gas emissions by over 400 tonnes per year. In the final instance our case officer actually drafted a recommendation for approval, but he left the Council and his senior officer disagreed with the conclusion that the benefits outweighed the harm, and so changed the recommendation to one of refusal, which was a little vexing! As it happens, the planning committee were split 5 in favour and 5 against, and we secured approval on the Chair's casting vote. This is subject to completion of a s106 Agreement and referral to the Secretary of State.
