🌍 CBAM: Demystifying the buzz at COP29 🌍 CBAM (Carbon Border Adjustment Mechanism) is a hot topic at COP29 in Baku, yet many are unclear about its depth and implications. Let’s break it down. 🤔 What is CBAM? The world's first CBAM was introduced by the EU in 2023. It serves two main purposes: Fair Competition: CBAM levels the playing field between EU manufacturers who are subject to carbon pricing through the Emissions Trading Scheme (ETS), and importers of carbon-intense goods. Decarbonisation: By taxing carbon emissions, CBAM encourages other regions to adopt similar laws to align with global climate goals. 🛠️ Implementation of CBAM Transitional Period (4Q23-2Q24): companies can use default emission values. No taxes apply. Transitional Period (3Q24-4Q25): companies must report actual emissions values as much as possible. No taxes apply. Definitive Period (1Q26 onwards): based on emissions values, carbon taxes apply above a benchmark level, and are phased in over a nine-year period to 2034. 🎯 Scope of CBAM The EU has included iron & steel, aluminium, cement, fertilisers, electricity and hydrogen. Other emission-intensive goods will be considered for addition to CBAM. The UK plans an equivalent CBAM regime, to be introduced in 2027, covering the same sectors with the exception of electricity. ⚖️ Compliance is Crucial According to the European Commission, data submitted must be accurate and (from 2026) verified. Incorrect or incomplete data could lead to hefty potential fines, and declarants that are non-compliant risk losing their right to import CBAM goods. Debates on CBAM started to get heated at COP29 Azerbaijan this week after Brazil, South Africa, India and China pushed to add CBAM to the agenda. The United Nations had not included CBAM as an official COP agenda, with the EU arguing for it to be addressed at the World Trade Organization instead. But that was met with pushback from delegates from developing nations. European aluminium is at a critical juncture as it faces taxes under EU CBAM in 2026, S&P Global's Jacqueline Holman writes here. Industry leaders like Emanuele Manigrassi from EUROPEAN ALUMINIUM and Guillaume de GOYS of Aluminium Dunkerque shared both their concerns and optimism regarding this transformative policy. Challenges remain significant: European producers are grappling with soaring electricity costs, which are up to three times higher than those faced by non-EU smelters. This has already led to a reduction of around 1.18 million tons in capacity since 2021. However, there’s a silver lining. CBAM is designed to level the playing field by taxing high-carbon imports, discouraging carbon leakage, and creating a market advantage for low-carbon products, which EU producers specialise in. As Emanuele Manigrassi noted, this mechanism, if implemented thoughtfully, could encourage investments in innovative, green technologies and enhance the competitiveness of EU producers. India's steel producers are asking the government to help them standardise CBAM reporting, businessline reports. Although the Indian government has been reluctant to embrace EU CBAM, it seems like local steelmakers are instead working to make CBAM a success.
