About us
Data for Policy is the premier global forum for the interdisciplinary and cross-sector discussion of the digital revolution transforming policy in government and the public sector. Established in 2015, it is an independent non-profit initiative registered in the UK as a Community Interest Company. It is supported by a large number of key stakeholders, including prestigious academic institutions, government departments, international agencies, non-profit institutions, and businesses. The inaugural conference was ‘Policy-making in the Big Data Era’, hosted by Cambridge University. Since then six further conferences have been held, with the most recent 2022 edition hosted in three international cities, Hong Kong, Seattle and Brussels. In 2019, Data for Policy launched its partner journal Data & Policy in collaboration with Cambridge University Press & Assessment.

➡️ New Article at Data & Policy: "Emerging National Data Initiatives: Comparing proposals and initiatives in the United Kingdom, Germany, and the United States" Data is increasingly seen as a cornerstone for research and innovation, economic growth, and public service enhancement—especially as nations strive for "AI sovereignty". 🌐 Yet, much of the world's data remains inaccessible or underutilized. 🆕 In this recently published paper in Data & Policy, Bastiaan van Loenen, Marijn Janssen, and I asked what the contributions of open data intermediaries may be in addressing persistent challenges in the open data ecosystem (ODE). Through expert interviews and a validation exercise, we mapped various potential contributions of open data intermediaries and the ODE challenges they may address. But beyond that, our research underscored several important insights: 💡 1. It is unsurprising that our study revealed various potential contributions of open data intermediaries to address challenges in the ODE. However, they would not be magically materialised without internal incentives (e.g., viable business models) or extrinsic incentives (e.g., policies and regulations) to drive open data intermediaries to offer those contributions. 💡 2. Our study highlights the need to distinguish a “role” from an “actor” in the ecosystem. Diverse ODE actors can undertake open data intermediation, including public organisations, for-profit companies, and civil society organisations. It is especially worth emphasising that open data intermediaries do not only exist outside of the public sector, as some have implied. Nevertheless, what a government organisation can do as an open data intermediary may differ from what a for-profit or civil society organisation can do in that role. This is due to these organisations' different legal obligations, societal expectations, resources, and other factors. 💡 3. Our findings also suggest that an open data provider or user could benefit from the contributions of multiple open data intermediaries simultaneously, in parallel or sequentially. This also implies that the beneficiary of an open data intermediary’s contributions could also be another open data intermediary. Thus, open data intermediaries are not merely the “bridge” between open data providers and users. 💡 4. Our findings call the boundaries of ODEs into question. Notably, the ODE challenges identified include those associated with external factors beyond just open data, and the contributions of open data intermediaries may involve many more activities than directly handling open data. We thus argued that the boundaries of an ODE do not have to (or cannot) be defined beforehand. However, for a specific assessment, research inquiry, or intervention, one should identify relevant actors, trace their associations, and analyse their interactions, which would involve making and remaking boundaries. 🔎 Read more: https://lnkd.in/eRJMW7s6 Data for Policy CIC ODECO

Welcoming Our New Editorial Board Member! 🌟 We are excited to announce that Ilan Strauss has joined the Editorial Board of the Data & Policy journal and Data for Policy community. Dr. Strauss brings a wealth of experience as the Co-Director of the AI Commercialization Risks & Disclosures at the Social Science Research Council (SSRC) and an Honorary Senior Fellow at the UCL Institute for Innovation and Public Purpose (IIPP), where he led digital economy research supported by the Omidyar Network. Currently a Visiting Associate Professor at the University of Johannesburg, he has also taught macroeconomics at New York University and Rice University and has consulted extensively for United Nations bodies. Notably, he was the joint recipient of an Economic Security Project grant investigating Big Tech’s acquisition of technological capabilities. As a member of our Editorial Board, Dr. Strauss will play a pivotal role in shaping the journal's strategic direction, reviewing manuscripts, and helping to expand our author community. Dr. Kennedy is an Associate Professor of Strategy & Organisation at Imperial College London Business School and the Director of the Data Science Institute at Imperial College London. His research explores the emergence of new markets, industries, and the foundational elements of organising, with a particular focus on meaning construction processes. His impactful work has been featured in leading journals such as the American Sociological Review, Academy of Management Journal, and Journal of Management Studies. Before transitioning to academia, he gained substantial consulting experience, including his role as a Principal in the management consulting unit of Computer Sciences Corporation. His background in high technology and strategic consulting complements his scholarly achievements, bringing a unique perspective to our community.
