  • Starting a Market Systems Development (MSD) project comes with unique challenges—overly complex results frameworks, slow team mobilization, and end-of-inception bottlenecks can all hinder progress. Based on in-depth interviews with 20 field practitioners, advisors, and consultants, The Systems Change Initiative (SCI)'s brief explores common MSD project start-up hurdles and practical recommendations to navigate them. 🔑 Keep Results Frameworks Simple Logframes shouldn’t be rigid blueprints but flexible guides. Overly engineered results frameworks inherited from proposal writers can create confusion, limit diagnostic flexibility, and make it difficult to align with MSD’s strategic framework. 🫂 Factor in Time to Mobilize Recruiting and onboarding the right team takes time. Many key hires have notice periods of up to three months, meaning senior staff may not be in place when a project kicks off. Factoring this into planning helps avoid delays. 🗓 Plan Ahead for End-of-Inception Bottlenecks At the end of the inception period, funders expect comprehensive reports—but delayed mobilization and limited resources can lead to rushed submissions, multiple revisions, and stalled progress. Strategic planning can help avoid these bottlenecks. 🔎 This brief offers more practical insights to help implementing organizations set up MSD projects for success. • DevLearn partnered with DRC Iraq 🇮🇶 to enhance their Monitoring, Evaluation & Learning (MEL) system as they transition from direct delivery to a Market Systems Development (MSD) approach. Between January–July 2024, we assessed 10 value chains, uncovering constraints, root causes, and opportunities—laying the groundwork for effective interventions. This workshop was the next step in ensuring data-driven decision-making and sustainable impact ♻️. 🔍 What we did: Over three days, our consultant Muhammad Bilal worked with DRC Iraq’s MEL and implementation teams to develop a tailored MEL system for MSD. We also: 🔹Addressed key challenges, including measuring benefits beyond direct beneficiaries & establishing attribution. 🔸Trained teams on tools like results chains to track impact. 🔹 Defined expected behavioural change in interventions and link it to the program’s theory of change. A huge thanks to the Danish Refugee Council / Dansk Flygtningehjælp Iraq team for their engagement and collaboration! Looking forward to seeing the impact of this transition. #MEL #MSD #CapacityBuilding #DevelopmentConsulting

  • DevLearn recently reviewed the Swiss Import Promotion Programme (SIPPO) in Tunisia, which focuses on sub-sectors like natural ingredients to strengthen export promotion. The programme facilitated collaboration between Tunisia’s Business Support Organizations (BSOs): CEPEX and APIA, resulting in measurable benefits for exporters. 🚀 📝 Key insights from SIPPO’s approach: 🔹 Collaboration: CEPEX (trade promotion) and APIA (agriculture-focused) were brought together to develop a cohesive export strategy for natural ingredients. 🔸 Focus: Participation in targeted trade fairs (e.g., in-Cosmetics and BIOFACH) allowed Tunisian exporters to access niche markets. 🔹 Capacity building: BSOs adopted more strategic roles, supporting exporters with tailored advice and preparation for international trade. 🔸 Exporter outcomes: Companies like Biovalley grew from 0 to 120 export leads, confirming orders worth €100,000. Herbalya refined its market approach and entered new negotiations. 💡 Results: ✅ Acquisition of new clients and increased export revenues. ✅ Introduction of sector-focused services by BSOs. ✅ Creation of jobs, including 120 indirect positions supporting rural communities. 📢 Why this matters: This case highlights how targeted sub-sector strategies and structured collaboration can help exporters access international markets. The SIPPO approach may offer a model for similar initiatives elsewhere. 👉 Explore the full case study for detailed findings. Wajdi BEN OTHMAN Héla CHAOUACHI Kamile Janulyte, PMP®
