In the latest edition of Green Watch, Corrina Jones MRICS AIEMA asks if the climate change target of limiting global warming to 1.5 degrees is dead? We can’t stop trying as a half-degree temperature rise from today’s average will triple the area too hot for humans to live in, equating to an area the size of the US. As oil giants reset their business strategies to drive profits, and the UK government supports the expansion of Heathrow, our risks from global warming will rise further. Economic expansion and growth must consider environmental impacts if we are to protect future generations’ well-being. Or our mentality of constant growth will be our planet's downfall. Heathrow’s proposed expansion is already impacting local markets as residents look to avoid the noise and pollution any expansion will bring, and this local market risk is likely to intensify. The Climate Change Committee has published its advice to the government on the UK's 7th Carbon Budget. By 2040, three-quarters of the cars on our roads need to be EVs, and around half of homes need to have transitioned over to heat pumps. Other key actions include: • Making electricity cheaper • Confirming there is no role for hydrogen in home heating • Reinstating regulations to phase out gas boilers by 2035 • Providing long-term support for upfront costs of installing heat pumps • Ensuring no new homes are connected to the gas grid On a more positive note, a new consultation has been launched by the government to seek views from landlords and tenants on how to improve the energy efficiency of rental properties by 2030. A maximum cap of £15,000 has been suggested for landlords with an affordability exemption for properties with a low rental income or tax band. Our latest House Price Index indicates a turning tide with a 0.1% increase in the average sale price of a home in England and Wales, a welcomed change following four months of decline. Rob Owens, Head of Research at e.surv comments: "Our latest house price index reveals a nuanced picture of the housing market in England and Wales. In January 2025, the average sale price of a home rose by 0.1% to £352,300, ending a four-month decline. Despite this modest increase, average annual prices remain 3% lower than a year ago and nearly £25,000 below the peak of late 2022." Rob Owens, Head of Research at e.surv Chartered Surveyors, offers his insight into today's Bank of England interest rate cut, down to 4.5%: "The Bank of England has announced a 0.25% cut in interest rates, reducing the base rate from 4.75% to 4.50%, the lowest rate since mid-2023. The move aims to stimulate spending and investment and boost the economy in a low-growth, high-inflation environment. "This cut to interest rates will likely bring some relief for homeowners and borrowers; many lenders announced mortgage rate cuts earlier in the week, and the availability of mortgage products across most market segments is growing. Overall, today's decision points to improving buyer confidence and will hopefully continue to support the strong start to the year we've seen so far." #esurv #InterestRate #MortgageRates #BankOfEngland #InterestRateReview

In this month’s Green Watch, Corrina Jones MRICS AIEMA considers the impact AI could have on our pathway to net zero along with the governments plan to pull back from the 2035 gas boiler ban. EPC reforms are becoming a reality as the Scottish Government announces they will reduce the validity period of EPCs to 5 years from ten and introduce new metrics to align EPCs with net zero goals. The UK government has also announced a consultation to drive forward changes to EPCs in England and Wales. Halifax now includes EPC ratings in mortgage affordability calculations. Yorkshire Building Society has partnered with Snugg to provide its customers with energy efficiency advice, and new guidance (commissioned by Barclays) on how to retrofit a Victorian terraced homes has been released. Zoopla has added a flood risk facility to its platform which may be useful for house hunters as according to the Environment Agency, one in four homes will be at risk of flooding in England by 2050. There has been a plethora of climate risk reports published this month. 2024 is the first year to pass the 1.5 degrees global warming limit. The record has real world implications and climate models can’t keep up with what’s happening. 2024 was a record-breaking year or the installation of solar PV and heat pumps, and Ministers are drawing up plans to subsidise the cost of installing solar PV to drive further uptake.
