The Human Rights Consortium Scotland is the civil society network to defend and promote human rights in Scotland.

About us

The Consortium has around 170 network member organisations from across civil society. We work together in all sorts of ways, such as by sharing information and insights, projects or research on specific issues, and around influencing policy and law. We work towards two strategic outcomes: Outcome 1: A strong, collective civil society voice to defend and promote human rights in Scotland. Outcome 2: Civil society has what it needs in order to defend and promote human rights in Scotland. Our funders We are very grateful for funding from: the Legal Education Foundation; AB Charitable Trust; Corra Foundation; Baring Foundation; the Scottish Government to facilitate the Human Rights Bill Lived Experience Board on their behalf; and Network for Social Change. We are also grateful to Amnesty International for their previous support in hosting us from 2016-2020 while we developed our infrastructure and prepared to become an independent organisation.   • Happy Human Rights Day! The Consortium is delighted to announce we have received funding from the Independent Human Rights Fund for Scotland. This support will empower us to continue our work in defending human rights, particularly for those most at risk in Scotland. The grants, made possible by a partnership of seven funders, will allow HRCS and 14 other organisations to challenge power structures and drive meaningful change. This participatory funding process ensures that those with lived experience of human rights barriers are at the heart of decision-making.

  • Sign our Collaborative Draft Report on Economic, Social, and Cultural Rights before January 9 at 5:00pm! We’re excited to share our draft report on the UK’s implementation of economic, social, and cultural rights, which will be submitted to the UN Committee on CESCR in early 2025. This draft report is the result of collaboration with Scottish civil society organisations and focuses on key human rights issues raised in the CESCR’s List of Issues (Spring 2023): 👉 Climate change 👉 Child poverty 👉 Gender & racial equality 👉 Asylum rights 👉 Employment The recommendations in this draft aim to address critical gaps and promote stronger protections for economic, social, and cultural rights across the UK. We are now inviting organisations to sign on to the draft report and its recommendations. The report is a snapshot of how human rights are being experienced in Scotland, focusing this year on civil and political rights.   • On this International Day of Persons with Disabilities, we reflect on the fact that while disabled people in Scotland have the same human rights as everyone else, these rights are not always fully realised. Discrimination, inaccessible services, buildings, and transport, as well as a lack of understanding among service providers, can lead to rights being denied. The Covid-19 pandemic highlighted this starkly. Inclusion Scotland's Rights at Risk research details how the human rights of disabled people were disproportionately impacted during this time. The UN Convention on the Rights of Persons with Disabilities outlines the actions required to ensure that disabled people enjoy their full human rights. It is vital that we take these obligations seriously. We will continue to work with disabled persons organisations to push decision-makers to develop effective and crucial policies that ensure equity of realisation of #AllOurRights.

    This International Day of Persons With Disabilities, we want to remind duty-bearers that urgent action is needed to protect disabled people's rights. Last year we reported to the United Nations that increasing poverty rates were affecting disabled people’s right to live independently at home, forcing some into hospital or residential care.   • The Scottish Human Rights Commission's latest report "Economic, Social and Cultural Rights in the Highlands and Islands" lays bare the urgent challenges facing communities in the Highlands and Islands. 📉 Key stats: 👉 High levels of homelessness, with people forced to live in caravans, pods, or sofa-surfing. 👉 Hunger persists, with many relying on food support due to unaffordable costs. 👉 In some areas, pregnant women must travel over 120 miles for care, risking their safety and health. 👉 Critical gaps in healthcare, including access to GPs, sexual and reproductive health services, mental health support, and dentistry. This isn’t just a failure in services—these are violations of basic human rights. 🔑 Key recommendations: 1️⃣ Eradicate rooflessness and hunger. 2️⃣ Ensure universal access to healthcare, particularly sexual and reproductive health services. 3️⃣ Invest in sustainable, human rights-based housing solutions. 4️⃣ Improve transportation networks to ensure access to essential services. The report also includes a monitoring framework to help duty bearers measure and improve their performance in delivering rights.
