The Defence Select Committee has carried out a comprehensive analysis of Defence’s ability to adopt and use AI. The report emphasises the critical need for fundamental transformation in the UK Ministry of Defence's (MoD) approach to digital infrastructure and talent management, already highlighted in the The Defence Select Committee has carried out a comprehensive analysis of Defence’s ability to adopt and use AI. The report emphasises the critical need for fundamental transformation in the Ministry of Defence's (MoD) approach to digital infrastructure and talent management, already highlighted in the Government's AI Strategy (2023), but these are long term slow to enact changes. What can Defence do now? The report suggests Defence needs to create mechanisms to remove the artificial barriers between civilian and defence sector AI expertise, advocates for a shift in procurement and partnership strategies, to open defence up to “work with smaller and non-traditional defence suppliers who currently face barriers to working with defence”. I would argue that Defence has done this through the creation of the Defence AI Centre (DAIC) and Dina Kakaras’ Commercial X Framework. What is needed now is a change in behaviour so that these capabilities are used by the rest of Defence. So how do you change habits and get organisations across Defence to use these tools to expedite AI adoption? The report urges Defence to lift its ambitions from being AI ready to AI native, but in reality this takes time and needs to be broken down into actions. Defence needs a clear road map at an actionable level, probably top level budgetholders, that allows them to address the three pillars of culture, technology and use cases. This shouldn’t be a big bang approach, to bring in smaller innovative companies they need to use smaller contracts (discoveries, alphas, MVPs) which are less attractive to the existing Defence Primes and allow Defence to get a feel for the wider market place. AI adoption is a data driven transformation and adoption will mean assessing the readiness of each part of the organisation to be able to apply AI to specific problems. There will be some use cases that can adopt AI now, and others where data will be immature and more discovery is needed to prepare for AI adoption. By carrying out a readiness assessment and then taking quick wins, people will see the value of AI adoption and this will turn the culture and help to transform Defence to an AI native organisation.
