Founded in 1970, the Oil Companies International Marine Forum (OCIMF) is a voluntary association of oil companies having an interest in the shipment and terminalling of crude oil, oil products, petrochemicals and gas, and includes companies engaged in offshore marine operations supporting oil and gas exploration, development and production. Our vision is a global marine industry that causes no harm to people or the environment. Our mission is to lead the global marine industry in the promotion of safe and environmentally responsible transportation of crude oil, oil products, petrochemicals and gas, and to drive the same values in the management of related offshore marine operations. We do this by developing best practices in the design, construction and safe operation of tankers, barges and offshore vessels and their interfaces with terminals and considering human factors in everything we do.

OCIMF was pleased to represent and attend the International Marine Contractors Association's (IMCA) Global Summit in Utrecht, The Netherlands earlier this month. The two-day summit had been designed to bring industry together to explore current issues, share best practice and debate possible solutions. The programme was an engaging mix of interactive panel discussions, keynote speeches and presentations with subjects ranging from an analysis of future energy markets, the future demand for offshore vessels and sustainability. Day 2 focused heavily on the human element including engaging talks by Todd Conklin on Human and Organisational Principals (HOP) and an impactful final keynote ‘Last Breath’ by Chris Lemons, the saturation diver who survived on the seabed following a severed umbilical. Thank you to IMCA (International Marine Contractors Association) for hosting this engaging event. We look forward to further collaboration on these important industry issues.

OCIMF is pleased to support the WMU and ITF Seafarers Trust collaborative research project on seafarers’ shore leave access. It is hoped it will help researchers better understand current practice around shore leave and when combined with other studies lead to recommendations for seafarers’ working and living conditions.

Last week OCIMF’s Publications and Advocacy Director Darron Biddle attended the 18th Plenary meeting of the European Sustainable Shipping Forum (ESSF), held in Brussels. Topics covered during the meeting included Sustainable Alternative Power for Shipping (SAPS), ship energy efficiency, waste from ships as well as EU Monitoring, Reporting, and Verification (MRV) and Emissions Trading System (ETS) implementation. Deployment of sustainable maritime liquid fuels and Onshore Power Supply (OPS) were also covered. The meeting demonstrated the complexity of emerging risks and the importance of #industrycollaboration.

Today marks 100 days since the launch of SIRE 2.0, OCIMF’s digitalised tanker inspection programme. This milestone signifies a smooth and successful transition from VIQ7 to a more robust system for enhancing safety and operational standards across the industry. Since its launch, over 4000 SIRE 2.0 inspection reports have been published and feedback from users has been overwhelmingly positive, with SIRE 2.0 already driving improvements in data quality and risk management. OCIMF will continue to support familiarisation and work to continuously improve the programme. Users are encouraged to provide feedback via the Suggestions for Improvement Portal in SIRE 2.0 and to stay engaged with the resources to maximise the programme’s benefits. Last week OCIMF participated in the Aramco Terminals Customer Symposium 2024, hosted by Saudi Aramco in Dammam, Saudi Arabia. The event focused on identifying and exploring opportunities for improvement and featured panel discussions on terminals' ship/shore interface and tanker vetting post SIRE 2.0. Fahmi Tarmizi, OCIMF’s Programmes Technical Manager, joined as a panellist and addressed questions from the floor about SIRE 2.0. The other presenters also shared their insights and experience with the SIRE 2.0 programme, emphasising the value of the SIRE 2.0 Question Library and the benefits from participating in phase 3 during the transition period. Thank you, Saudi Aramco, for hosting this insightful event and facilitating collaboration to advance safety and efficiency across the maritime sector.

The International Maritime Bureau's (IMB) Q3 2024 report stated that global maritime crime and piracy incidents are at their lowest since 1994. From January to September 2024, 79 incidents were reported, marking a significant reduction from 99 in the same period last year. However, while this trend is promising, it’s important not to become complacent, as the safety of crews remains a priority. Key findings from the report highlight that between January and September 2024, 62 vessels were boarded, six were hijacked, nine faced attempted attacks, and two were fired upon. In 86% of these incidents, perpetrators successfully accessed the vessels typically during nighttime. Last month, industry associations met Dr Dayo Mobereola, Director General of the Nigerian Maritime Administration and Safety Agency (NIMASA) at the IMO in London. The gathering marked an invaluable opportunity to build new connections with Nigeria's administration and reinvigorate the Nigeria Industry Joint Working Group (NIJWG) efforts. During the engagement, Dr Mobereola outlined Nigeria’s vision for the Gulf of Guinea, focusing on security, investment, and the environment. Yesterday OCIMF hosted a webinar for Cat-1 inspectors on SIRE 2.0 to share early findings and the lessons learned specific to the inspection and reporting processes. The SIRE 2.0 project team shared successes and gave feedback on human factors assessments, in particular PIF selections and the response tool selections, and covered the experiences gained from submitted inspections and submitting companies. The extensive Q&A sessions gave attendees the opportunity to ask and receive answers on-the-spot from the OCIMF Secretariat. Thank you to everyone that attended the sessions for sharing your feedback and for supporting the continued success of the programme.
