About us

We're building a world-class city for everyone. Oxford, which has one of the fastest growing economies of all UK cities, is a global centre for research, education and health, and has a growing high-tech sector. The city also has a rich heritage and outstanding cultural attractions that attract millions of visitors every year. Oxford also has a young, growing transient, and ethnically- and culturally-diverse population. But the city also has challenges. A lack of land for housing and employment, transport infrastructure that is at full capacity, and major inequalities between residents' life chances. Our ambition is therefore to make Oxford a world-class city for all our citizens. From this ambition, our priorities are: - A Vibrant and Sustainable Economy - Meeting Housing Needs - Strong and Active Communities - A Clean and Green Oxford - An Efficient and Effective Council For more information about our priorities and strategic direction, please read our Corporate Plan: www.oxford.gov.uk/corporateplan

Emergency beds for people experiencing rough sleeping are open from tonight (Tuesday 19 November) until the morning of Friday 22 November. We've activated SWEP because of a forecast of subzero overnight temperatures. We’ll review the forecast on Friday 22 November and decide whether to extend or close SWEP. What is SWEP? Our Severe Weather Emergency Protocol (SWEP) means local homelessness agencies provide extra beds to people experiencing rough sleeping during severe winter weather. SWEP is emergency accommodation for anyone - including people who have no right to claim benefits or housing in the UK, or who have previously refused offers of accommodation and support. Who do we work with? We activate SWEP in consultation with St Mungo's outreach and assessment service, OxSPOT, and in line with guidance from Homeless Link. How can you access SWEP? OxSpot engages intensively and on a daily basis with people experiencing rough sleeping in Oxford. OxSPOT will allocate SWEP rooms to people during the day, giving them a named venue and telling them where and when they need to arrive. People who have not been allocated a SWEP room in advance can present at O'Hanlon House between 11 pm and midnight. Dogs at SWEP venues One of the SWEP venues is suitable for people with dogs and OxSPOT can also arrange free kennels if necessary. Kennels must be arranged in advance and are not available on the night. Image description: A carousel of images with yellow text on a purple background. Is this the most important thing we do? Our Severe Weather Emergency Protocol (SWEP) is emergency accommodation for anyone experiencing rough sleeping in Oxford during freezing winter weather. We activate SWEP every night the Met Office forecasts freezing overnight temperatures and it provides a lifeline for people at particular risk during freezing winter weather. It also gives us another chance to offer the support they might need to leave the streets behind for good. Last year, between 15 and 34 people accessed a SWEP bed on any one night and this winter, we have secured a minimum of 41 bed spaces in Oxford.
