Today, we held our latest roundtable exploring how the government can meet its target of building 1.5 million homes, and which levers it could pull to significantly increase delivery in the short term. The discussion highlighted key challenges, including under-resourced planning authorities struggling to keep pace and seemingly a move to a "planning-by-appeal" system that hampers efficiency. SMEs, once pivotal to housebuilding, now face mounting bureaucracy and funding obstacles that limit their contributions. Attendees proposed several actionable solutions to these issues. For example, it was suggested that Homes England could unlock stalled sites by collaborating more effectively with local authorities to resolve market failures; simplifying funding routes and reducing administrative burdens would help revive SME activity; and regionalising Homes England, as part of the devolution agenda, to bring localised expertise and decision-making closer to communities. It was also proposed that fostering a more collaborative culture between developers and councils could replace the current adversarial dynamic, enabling faster progress.
