GR40: A Paradigm Shift for Women’s Equal Participation in Decision-Making.
🌍 Today CEDAW Committee adopted General Recommendation 40 (GR40), marking a significant shift in ensuring women’s equal and inclusive representation in decision-making systems. This new legal framework, rooted in the binding standards of one of the most widely ratified treaties, establishes equal participation and power as a legal right through 50:50 gender parity measures across national, international, public, private, political, and economic spaces.
⚖️ A key aspect of GR40 is the definition of clear gender parity standards in international spaces, including judicial bodies, multilateral fora, peace and security, arbitration mechanisms, and diplomatic delegations—areas where women's representation has historically been lacking. This development is central to GQUAL’s mission, as it directly addresses the spaces where we strive for gender parity.

🔑 we have proudly supported and contributed to this development. As we move forward, our focus is on advocating for its full implementation, starting with a key meeting this week with experts and stakeholders. We invite our community to engage with the GR: share it, discuss it, teach it, use it in advocacy and litigation. We strongly believe GR40 can become a practical tool for dismantling the patriarchal structures that have long excluded women from these vital spaces.
We extend our heartfelt gratitude and recognition to the CEDAW Committee for their dedication and vision in adopting this groundbreaking recommendation, and especially to Nicole Ameline for her leadership throughout this process.
