𝗦𝗗𝗖 𝗟𝗲𝗮𝗱𝗲𝗿'𝘀 𝗯𝗹𝗼𝗴 - 𝘄/𝗰 𝟮𝟱 𝗡𝗼𝘃𝗲𝗺𝗯𝗲𝗿 𝟮𝟬𝟮𝟰 "Democracy, scrutiny and accountability was on full display last week; alongside the collaborative, cross-party culture that makes Stroud District Council quite unique. Leaders from each party were scrutinising the Brimscombe Port project at the Strategy and Resources Committee. The Brimscombe Port regeneration project, located in the Golden Valley, encapsulates so much of our area’s unique character. Beautiful Cotswolds countryside meets proud industrial heritage. This inland port, once critical to trade and commerce, was filled in and the land is contaminated. Its huge potential cannot be realised without the Council’s leadership and public investment. The successful project will create a vibrant new community and reinvigorate the surrounding area. The canal will be restored, along with the port basin, creating a beautiful marina-style destination. Shops, offices, houses and community space will all be constructed to high environmental standards. The current concrete jungle will be replaced with canal boats, green technology, and plenty of space for nature. We will attract new businesses, new visitors, and new wildlife; while building affordable homes on this beautiful brownfield site. There is more on the project, including news and an FAQs on our website. It’s a big, exciting project, but delays and uncertainty have contributed to frustration in the community. The pandemic caused chaos within the construction industry, then national budget uncertainty, the war in Ukraine, and skyrocketing energy prices put many projects around the country on hold. Informed by community concerns, councillors at the Strategy and Resources committee asked detailed questions about community consultation, project governance, costs and risk management, and environmental standards. I thought it was a shining example of councillors, officers and the community working together - and the outcome was that the Brimscombe Port report was passed unanimously. The good news is that the project is making significant steps forward. There will be a community consultation on 12th December from 3-7pm at Stroud Brewery and Tap Room where everyone can meet with councillors, officers, architects and developers. It is anticipated that a planning application will be submitted soon after in the Spring. Another Brimscombe Port report will be coming to the Full Council meeting on 19th December. Members of the public can submit questions by noon on Friday, 13 December, by emailing democraticservices@stroud.gov.uk. 𝗟𝗲𝗮𝗱𝗲𝗿'𝘀 𝗯𝗹𝗼𝗴 - 𝘄/𝗰 𝟭𝟴 𝗡𝗼𝘃𝗲𝗺𝗯𝗲𝗿 𝟮𝟬𝟮𝟰 "Our plans to redevelop Brimscombe Port in partnership with St. Modwen Homes, will be discussed on Thursday at the Strategy & Resources Committee meeting. Councillors will review the draft development agreement alongside a proposal to acquire the site’s commercial units. The vision is for a new community with energy efficient homes, restoration of the canal port basin, with employment, visitor and community facilities. I’m very grateful to the project team who have worked so hard to get us to this point and have carefully navigated delays caused by the supply chain and inflationary pressures affecting the construction sector. It was wonderful to hear recently that the neighbouring Brimscombe Mill community has also secured certainty for the future, and acquired the Mill site, thanks to very generous investment, goodwill from the previous landlord and huge community support. It’s well worth a visit to this fantastic group of social enterprises, which includes The Long Table, The Home Remedy Stroud (formerly The Furniture Bank), The Bike Drop and Stroud District Kids' Stuff. This year’s council budget included a new Market Towns Vitality Fund, to support locally-led projects which help our high streets to thrive. At the Committee this week, we’ll review the successful bids, with many towns opting to purchase new Christmas lights, as well as other initiatives to attract visitors. For anyone undertaking a pre-Christmas clear out, you can now recycle waste electrical items at Ebley Mill (during office hours until 24th December) as well as at the Pyke Quarry Household Recycling Centre in Horsley. Small electricals can often be fixed through the local network of Repair Cafes. If they’re end-of-life, it’s worth recycling them so that the precious metals they contain can be recovered. The Waste Wizard website is a fantastic source of advice for ways to repair, reuse, recycle or dispose of all types of household items in Gloucestershire." 𝗦𝘁𝗿𝗮𝘁𝗳𝗼𝗿𝗱 𝗣𝗮𝗿𝗸 𝘀𝘁𝗿𝗶𝗸𝗲𝘀 𝗴𝗼𝗹𝗱 𝗮𝗴𝗮𝗶𝗻 𝗶𝗻 𝘁𝗵𝗲 𝗛𝗲𝗮𝗿𝘁 𝗼𝗳 𝗘𝗻𝗴𝗹𝗮𝗻𝗱 𝗶𝗻 𝗕𝗹𝗼𝗼𝗺 𝗮𝘄𝗮𝗿𝗱𝘀🌳 Stroud District Council’s Stratford Park has been awarded gold once again in the prestigious Heart of England in Bloom awards. Celebrated by judges for ‘offering something for everyone’, the park is an accessible and inclusive space, thanks to voluntary groups who have helped the park thrive alongside Ubico Ltd which maintains the grounds. The 56-acre park is owned and managed by Stroud District Council. Special areas of achievement were the arboriculture of the park, collaboration with local community groups, the wildflower underplanting in the woods, the walled garden and orangery. Stratford Park is home to Active Lifestyles Stroud leisure centre, the Museum in the Park, a recently renovated children’s play area, sensory garden, skate park, bandstand, rich woodland and lake. The sensory garden, introduced by Stroud Valleys Project has been a fantastic addition, providing a multi-sensory experience with an array of sounds, sights and textures, including an arch, a labyrinth and a wheelchair-friendly garden zone. The park hosts a multitude of free and low-cost community activities, such as the weekly parkrun, operated by volunteers, as well as nature trails available through the Discover Stroud app and Music in the Park during warmer months. In the festive period, there will be a free-of-charge Christmas event, ‘Winter Woodland’, for families to enjoy on Sunday 15 December 1pm – 6pm. This is yet another prestigious award for the park, which has won the Green Flag Award on multiple occasions and a Special Innovation Award for Community Involvement. The operation of the panel is crucial in providing the impartiality which enables public confidence in the allowance system. The panel aims to be fair, open and effective. Key Responsibilities: - review existing councillor remuneration and allowances, ensuring they reflect the responsibilities and time commitments involved. - review councillor remuneration and allowances for relevant parish and town councils - engage in research and consult with stakeholders, including councillors, council officers, and members of the public, to gather relevant insights. - produce clear and comprehensive reports, making evidence-based recommendations on remuneration schemes. - maintain independence, impartiality, and transparency throughout the review process Applications to join the panel are invited from interested people. You must: - be objective, impartial, and capable of making recommendations - free from external influence. - be of the highest integrity; - be able to understand and analyse complex issues; - have good literacy and numeracy skills; - be able to exercise sound judgement in considering evidence; - not be disqualified from standing as a councillor; and - not be a councillor within the borough/district or employee of Stroud District Council or Gloucester City Council (or a close relative of either) or serve on any of their committees, sub-committees (for example as a co-opted Member) or other joint arrangements; - not have any active connections with any political party; - be willing to attend meetings in Stroud, Gloucester and online and communicate regularly via email. This is not a paid position, but reasonable travel expenses will be payable. This is a unique opportunity to be involved in an important aspect of local government, as well as gain a real insight into the roles of councillors and the work they undertake.
