About us
The TOEX Programme is an intelligence capability that provides dedicated intelligence and analytical expertise in support of forces undertaking complex organised exploitation investigations, such as modern slavery & human trafficking, organised immigration crime, county lines, adult & child sexual exploitation and abuse. Built around existing structures, TOEX teams are embedded within each of the Regional Organised Crime Units (ROCUs), and ensure victims are safeguarded and those seeking to profit from exploitation - including localised criminality and the upstream organised criminality which drives it, are disrupted and brought to justice. TOEX provides: - Efficient research methods using data science techniques; - Intelligence development, including deconfliction and coordination, to understand the threat fully; - Mapping and recording of threat including tactical advice regarding ‘upstream’ identification; - Evidence-based recommendations for activity under all 4Ps (prepare, prevent, protect, pursue); - Support for the correct ownership of the threat; and - Disruption activity against perpetrators of organised exploitation and the protection of those they exploit.

Yesterday, CSE Taskforce representatives met with senior leaders from Government, policing and the third-sector to relaunch Operation Makesafe. The initiative highlights the issue of hotels being used as locations to abuse and exploit children; raise awareness of the positive work being undertaken to prevent this; and educate the public - helping them to better understand the purpose of interventions carried out by hotel staff to safeguard children and young people. TOEX Director, Detective Chief Superintendent Kate Thacker, was pleased to discuss TOEX operational support to forces investigating CSE in the context of Makesafe and also demonstrate how agile analytics tools such as 'TOEX Scan-Assist' are being developed to help disrupt the threat. #OperationMakesafe The Hydrant Programme VKPP - Vulnerability Knowledge & Practice Programme

A new report has been published today by the CSE Taskforce, which provides a clear, detailed picture of the scale, nature and threat of police recorded group-based child sexual abuse and exploitation crimes across England and Wales in 2023, based on data collected from 44 police forces. Today (Thursday 21 November) the Child Sexual Exploitation (CSE) Taskforce have published a new report which sets out publicly a clear, detailed picture of police recorded group-based child sexual abuse and exploitation crimes across England and Wales in 2023. Based on data collected from 44 police forces, this national snapshot in time gives insight, analysis and commentary on the scale, nature and threat of group-based Child Sexual Abuse and Exploitation (CSAE), including crime types and where offences were committed. Assistant Chief Constable Becky Riggs, NPCC lead Child Abuse Protection and Investigation said: “Today’s report reveals where our efforts in tackling these most abhorrent crimes need to be focussed. The findings will allow policing and partners to consider whether current responses reflect the very clear changes in threat.
