Test Valley Borough Council delivers a diverse range of services for people living and working in Test Valley. The borough is mainly rural and covers 628 square kms (243 square miles) on the western-side of Hampshire, with the majority of residents living in Andover, Romsey, Valley Park, Nursling and Rownhams. Our main responsibilities include rubbish collection, recycling, leisure, parks, environmental health, economic development, housing and planning. We have 48 borough councillors who are elected by the residents of Test Valley every four years. Our councillors are responsible for making sure the services the Council provides meet the needs of residents and those who work in the borough. A three week Early Years Skills Bootcamp is running from 13 to 31 January, Monday to Friday from 9.30am to 2.30pm at Chantry House, 5th Floor, The Palladium Group, Andover, SP10 1LZ. The intensive, free bootcamp is designed to equip learners with essential skills for the early years sector, including: ✅ Child development ✅ Child-centred learning ✅ Safeguarding & first aid ✅ Promoting equality, diversity, and inclusion Itchen College who are providing the course currently have a 98% achievement rate and 45% job placement rate since the initiative launched in July 2024. With 1:1 support for up to 6 months, they are committed to helping learners succeed and secure meaningful employment. What’s included: 🔹 Comprehensive training aligned with Early Years Foundation Stage (EYFS) requirements 🔹 Guaranteed interviews with employers 🔹 1:1 mentoring and support 🔹 Employability skills & application assistance Who can apply? Hampshire residents aged 19+ (employed, self-employed, unemployed, or returning to work) are eligible. This course is part of the government's lifetime skills guarantee and is completely free. We recently celebrated Rod Mason achieving the milestone of 25 years of dedicated service at Test Valley Borough Council (TVBC)! 🎉 Rod's journey as our Animal Welfare Officer has been nothing short of extraordinary, filled with heart-warming stories and unique challenges. Over the years, he has taken care of and rehomed countless animals, from dogs and cats to raccoons and swans, showcasing his unwavering commitment and passion. Rod's reflections on his career highlight the ever-changing nature of his role and his enthusiasm for embracing new challenges. As he embarks on the next chapter of his career, we look forward to seeing more of his stories when he out and about helping animals in our local communities. Read Rod's story below: "In 25 years I have dealt with and rehomed thousands of dogs - did you know any animal I take on as the animal welfare officer is owned by TVBC, until I rehome it. Unbeknownst to them, my heads of service and chief exec over the years have owned multiple dogs, litters of cats, a racoon, various snakes, some rats (pet ones not the other type), several hundred Guinea pigs, several hundred geckos, some peacocks, chickens, a variety of exotics, some swans and a few lost racing pigeons waiting to get a lift home. I have visited every school in Test Valley to give talks and have been invited to the house of commons several times for various events. One constant in working for the local authority is the continual presence of change. I have yet to complete a week at TVBC where something new hasn’t cropped up that has set its own challenges or taught me something new. We are thrilled to congratulate Emma Wykes on her remarkable achievement of 25 years of dedicated service at Test Valley Borough Council (TVBC)! 🎉 Emma's career journey is a testament to her hard work, commitment, and passion for making a difference. From her start as a YTS student to her current role as Senior Environmental Services Officer, Emma's progression within TVBC highlights the opportunities and support available to our employees. Emma shares her inspiring career journey below: "I started my journey as a YTS student working with TVBC's waste contractor, I was transferred over to TVBC where I became a Business Support Officer, looking after all the waste teams within Contract Services, which later became Commercial Services. I then moved to Environment and Health to start my journey as an Environmental Services Officer, looking after all abandoned vehicles and waste related offences within the borough. My journey then took me back to Portway and over to Environmental Service, where I became the Senior Environmental Services Officer, looking after the team of Enforcement Officers. This role soon grew and over the years my team has expanded greatly! At TVBC we are committed to helping small businesses thrive and we're excited to announce that we’ve awarded a £750 business incentive grant to Young’s Garden Maintenance! Brian Young, inspired by his grandparents' gardening business, will use the grant to purchase new equipment. He has already built a solid customer base through referrals and his active presence on Facebook. Brian shared, "I am incredibly grateful for this grant, which will allow me to invest in the equipment I need to provide the best possible service to my customers." We recently celebrated our annual staff awards ceremony, recognising long service and the incredible learning and development achievements of our team members across the council. This event is always a highlight of the year, and this time, it was particularly special with over 90 staff members achieving academic and development recognitions. 🎉 The diversity of qualifications and courses undertaken by our staff is truly inspiring. The day showcased the dedication of our professional and capable teams, highlighting how much learning and development is prioritised and supported within our organisation. We were proud to see a number of staff complete the Chartered Management Institute (CMI) level 3 and level 5 qualifications with Andover College, and the frontline staff from Environmental Services who completed leadership training together. We also honoured several colleagues for their long service milestones, including those who have dedicated 40 and 25 years to our organisation.
