Last week we welcomed the Government’s commitment to tackle people smugglers. These international organised crime gangs exploit vulnerable people and place excessive strain on our social and security services. It is only right that we commit to disrupting and eventually ending that exploitation, writes Ashton Cull. It’s also right that we all do everything we can to protects our borders. The Clandestine Entrant Civil Penalty Scheme is designed to encourage best practice in vehicle security to prevent people getting into the UK secreted in vehicles – usually lorries and coaches. It targets drivers and operators making them accountable – and liable for fines – when ‘clandestine entrants’ are found on board or security procedures are not followed. We support all measures to tackle illegal migration but we do not want to see drivers and businesses that have done everything they reasonably can do unfairly punished. Unfortunately, as the scheme currently stands some businesses do face unfair punishment. People smugglers find ever evolving, ingenious ways to break into vehicles and secure would-be ‘clandestine entrants’ undetected. The same dealers in human misery who pack people into boats without regard for their safety also help hide them away in trucks, again without any regard for their safety. After two years it is time to update the scheme to make sure it responds to the changing situation and remains fit for purpose. We continue to urge the Government to improve the scheme to ensure that drivers and operators are better protected – and submitted our recommendations as part of a review last year. We’re calling for entry checklists to be revised, better training provided for Border Force officials, improved support from UK and French authorities for targeted drivers, and a declaration that drivers are not expected to intervene with ‘clandestine entrants’ directly, alongside details of what support should be sought before approaching the border post. #RHAInternational
