🛟 Maritime life-saving equipment and ship’s fire safety systems have been the focus of the eleventh session of the International Maritime Organization sub-Committee on Ship Systems and Equipment, held this week in London. 🚗 One topic under consideration related to dealing with electric vehicle (EV) fires in Ro-Ro passenger ships. It was noted that EVs have a lower fire rate of just 25 fires per 100,000 vehicles sold, compared to 1,530 fires per 100,000 sold for petrol cars. A variety of proposals were submitted for future fire-systems development to address growing concerns about fire protection, detection and extinguishing arrangements onboard ships that carry ‘new energy’ vehicles. These have been developed into a roadmap through which proposed regulatory amendments will drafted. ⚓ During the discussion on arrangements for the testing of FreeFall Lifeboats without actual launching of the lifeboat, The Nautical Institute, along with various states and other consultative organisations, supported an intervention by InterManager seeking at least two separate safety mechanisms to prevent any possibility of inadvertent launch, with associated risk to seafarers, during such testing. However, some historic caution regarding the use of Fall Prevention Devices (FPDs) on lifeboats excluded this provision from the amendments to the LSA Code (and various linked MSC Circulars) that will be presented to the Maritime Safety Committee for approval. 🌫️ The meeting agreed new rules regarding ship’s atmospheric oil mist detectors, which will be sent to June’s Maritime Safety Committee for formal approval. 🧯 The sub-Committee also validated IMO Model Course 3.05 on Survey of Fire Appliances and Provisions, which will be published by the IMO once brief editorial and cross-references checks have been completed. 🌐 A more comprehensive report on this meeting will be published in the April edition of our members’ magazine, Seaways. 🌐 The eighteenth meeting of the Intersessional Working Group on Reduction of GHG Emissions from Ships (ISWG-GHG 18) was held last week at the International Maritime Organization. 💬 This session of ISWG-GHG 18 debated many proposed refinements of the planned amendments to MARPOL Annex VI. The discussions focused on advancing the IMO's 2023 GHG Reduction Strategy, which commits Member States to adopting mid-term Green House Gas reduction measures by late 2025. Such measures include a goal-based marine fuel standard to reduce GHG intensity and a maritime GHG emissions pricing mechanism. ⚓ The many draft amendments, based on the IMO net-zero framework from MEPC 82, incorporate inputs from Member States, International Organisations and non-Governmental Organisations. 📝 Topics covered included marine fuel intensity, the economic mechanism, the ‘IMO Net-Zero Fund', revenue distribution and food security impacts. The group agreed to keep proposals for the pricing mechanism under review and acknowledged potential 'bridging options'. The goal remains the finalization of amendments for consensus approval at MEPC 83 in April 2025 - further discussions are scheduled for ISWG-GHG 19 in early April 2025 ahead of MEPC 83. ⚓ Last week the International Maritime Organization considered many regulatory updates focussed on the Human Element, Training and Watchkeeping. 🌐 The sub-committee approved five new IMO Model Courses covering GMDSS training, company and port security officers and prevention of piracy. Work then commenced on updating four courses for fishing vessel personnel, with volunteers from The Nautical Institute representing the interests of our fisheries members. 🚢 The delegation from Saudi Arabia used this meeting to announce their ‘NextWave Seafarers Project’, which is a fully funded initiative to provide cadet training berths in Bahri Shipping Line vessels. The project is focussed on getting to sea cadets from small island developing states and least developed countries. 🎓 The revision of the STCW code was progressed through a separate working group. All proposals for amendments have now been assessed, with about 500 separate subject or line items being taken forward for detailed review. These range from modernising astronavigation training, use of bridge simulators to enhance watchkeeper learning (including some allowances towards cadets’ sea-team), engineer training in propulsion systems other than marine diesel/HFO engines, updates to rules regarding medical first aid requalification, mental health training, Dynamic Positioning training and many more. The associated workplan was also updated to reflect the large volume of proposed changes. Formal amendments to STCW are now expected to be ready for adoption in 2031 or 2032. ☕ On Tuesday morning, The Nautical Institute was delighted to host the maritime attachés and other delegates at the IMO for a coffee reception. During this event we were able to increase their awareness of our Institute values as well as our partnership opportunities for seafarer research and publication. 🌐 The Nautical Institute was represented at HTW11 Capt.
