An NEC4 Engineering and Construction Contract (ECC) Option C (target contract with activity schedule) has been used by the Drainage Services Department (DSD) of the Government of the Hong Kong Special Administrative Region of China to procure a major flood protection scheme, due for completion in 2030, in Hong Kong's New Territories. The inclusion of Option X22 (Early Contractor Involvement) has led to significant savings on both the initial target price and programme. It also enabled the contractor to review and contribute to the scope and preliminary design during the ECI design stage, as well as undertaking advance works to support the construction stage. On the 9th August, the team at NEC signed a Memorandum of Understanding with Peru’s Ministry of Economy and Finance (MEF) to create a partnership establishing NEC as the preferred contract framework for infrastructure projects in Peru. Andrea Naylor and Rekha Thawrani OBE were joined by representatives from MEF to announce the development and future publication of an official Spanish translation of the entire NEC4 Contract Suite, guides and training programmes.
