On the last two days, ExCEL members Tom Baycock and Tiago de Melo Cartaxo participated in the ESIL International Conference “The Crossroad of International Environmental Law Enforcement”, at the Universitat Oberta de Catalunya, in Barcelona, discussing States’ Responsibilities regarding Climate Change and the UNESCO Biospheres framework. An excellent opportunity to share with the world the research conducted at the University of Exeter.

Professor Aurel Sari has joined other leading international experts to discuss hybrid threats in the maritime domain, including recent incidents of submarine cable cutting and sabotage. Recent hybrid threat incidents and sabotage against underwater infrastructure in the Baltic Sea – such as the #CLion, #BalticConnector and #NordStream cases – have exposed vulnerabilities in global maritime #infrastructure and underscore the urgent need for enhanced preparedness. In response, Hybrid CoE convened a Maritime Hybrid Threats Symposium on 28 November. The symposium brought together seven distinguished academics in #maritime international #law and security experts for a roundtable discussion. The focus was on exploring legal and security solutions to address the escalating nature of maritime hybrid threats. Titled "New International Law Interpretations and the Applicability of UN Charter Provisions to Counter Maritime Hybrid Threats" the symposium examined need for strengthened international cooperation and preparedness to tackle the escalating threats. Key discussion topics included: 🔷 Broadening the scope of action under the United Nations Convention on the Law of the Sea (UNCLOS). 🔷 Investigating the application of UN Charter provisions regarding the use of force and armed attacks in maritime settings. 🔷 Analyzing how #NATO and the #EU can adapt their frameworks and policies to protect critical maritime infrastructure from hybrid threats. Our Community Law Clinic at The University of Exeter provides an amazing free service. During the 2023/24 academic year there was a 23 per cent increase in the number of people coming to us for employment advice and a 19 per cent increase in numbers seeking advice about housing. We'd love more people to support our work, so we can increase the numbers of student volunteers and additional supervising lawyers. Our Professor Rachel Fenton delivered a masterclass on her bystander research to experts across Europe from Romania, Spain, Italy, Germany, Austria and others all working with perpetrators of domestic violence.
Professor Rachel Fenton, Nathan Eisenstadt, and Alice Cutler Clarke recently delivered #BystanderIntervention masterclasses to the European Network for the Work with Perpetrators of Domestic Violence. It was energising to speak with such experienced practitioners and academics from across Europe. This year’s Red Cross and Red Crescent International Conference saw the adoption of several key resolutions, including what has been described as “the first humanitarian #ICT resolution”. In my latest post for EJIL: Talk!, I delve into its ambitions and limitations to reveal a complex and carefully negotiated document that is poised to become a key reference point on the protection of civilians from harm caused by the use of ICTs during armed conflicts. The resolution reinforces the international consensus that such operations must comply with #IHL, though it stops short of expressly affirming the applicability of IHL. It also leaves room for further clarity on the concrete steps States should take to ensure the implementation and enforcement of IHL in this domain. Despite these limitations, it remains a significant achievement and an essential read for anyone working in this field. Read the full post here: https://lnkd.in/ekUq8h6P

A common misconception is that #BystanderIntervention has to be confrontational. This isn’t the case. One example of a non-confrontational intervention is engaging with someone else. E.g.: “Did you see that? I’m not sure it was okay. What do you think?” Other interventions include providing a distraction, checking in with the victim afterwards, and enlisting an ally. ✋ Gender-based violence has reached a crisis level. #16Days of Activism is an international campaign to encourage all of us to work towards a world free from violence against women and girls. Preventing or addressing violence is important to nearly everyone. However, it can be difficult to know what to do, or how to act. This is where Kindling Interventions comes in. We empower people to skilfully respond to unacceptable behaviours, whether inappropriate jokes in the workplace or public sexual harassment. We usually do this via training and consultancy, but during #16Days we’re posting some of our favourite tips and actions to LinkedIn. Please share them with your network if you find them helpful or important. This week marked the Sixth Meeting of the ICRC’s Editorial Committee for the Updated Commentary on the Fourth Geneva Convention. Over three intensive days, we discussed the commentaries on over 30 provisions (or approximately 200,000 words of detailed legal analysis), covering critical aspects of the protection of civilians during armed conflicts. It’s an honour to contribute to this important and timely project alongside such a remarkable group of #IHL experts, both from within and outside the International Committee of the Red Cross - ICRC.
