Read Richard Roberts', our Head of Research, 3 rules of thumb for doing #responsible #policy #engagement:
2024 has been a boom year for conversations about #responsiblepolicyengagement. But one topic we don’t often talk about in these conversations is effectiveness. I fear that many companies with good intentions are investing too much time and effort in the wrong places. So here are my 3 rules of thumb for doing responsible policy engagement effectively: 1: Indirect > direct. Policymakers rarely listen to individual companies. When they want to know what business thinks, they listen to trade associations that represent whole sectors or the corporate community at large. This doesn’t mean companies shouldn’t do direct advocacy at all, but they should put more effort into managing their indirect political footprint – ie., what their trade associations are saying on their behalf. (This is something we are actively working with companies on at Volans – including via an ongoing project with WBCSD – World Business Council for Sustainable Development to co-create practical guidance for how companies can assess, align and activate their trade associations on climate policy. Watch out for our Playbook, coming in early 2025.) 2: Local > global. The political processes that matter and where corporate support for more aggressive climate policies can make a real difference are mostly local or national. It’s all well and good for companies to show up at COP once a year and call on governments to set ambitious headline targets, but if that isn’t backed up by concerted engagement at the national and sub-national level, it’s probably just for show. 3: Incentives > information. It is by now abundantly clear that transforming our economies for the better is about changing the incentives that drive business and investment decisions, not about more and better data. This means that companies that are serious about their advocacy should be putting more effort into engagement on issues like subsidies, taxes, standards (e.g., for products and buildings), mandates and phase-out plans, rather than disclosure and reporting standards (e.g., CSRD, ISSB etc). These rules of thumb are in part derived from my reading of Auden Schendler’s new book, Terrible Beauty.
