Principal Policy Advisor (Consumer Rights) at Which?

In the last few months Which? has been taking a close look at Energy Performance Certificates to understand how they can be made to work better for consumers. We've done consumer research, mystery shopping, an FoI request on the auditing data, and spoke with experts and stakeholders. Alot of this work has now gone into our response to the MHCLG consultation on the Energy Performance of Buildings. The consultation doesn't cover everything we think is needed, but it's a real opportunity to make EPCs more accessible, relevant and accurate. Hopefully it will be a major step forward in making EPCs a genuinely useful tool to help consumers understand the energy efficiency of properties to buy or rent and what they can do to cut their energy bills and carbon emissions. https://lnkd.in/d3wg6rGA

Say hello to Jacob Payling, who recently joined us last autumn as communications assistant apprentice in our Internal Communications team. Before joining Which? Jacob graduated from the University of Leeds with an English Literature degree including a year at the University of Western Australia. In his final year, he enjoyed writing for the university student newspaper and studying a creative and journalistic writing module. He was attracted to internal communications as he was eager to use his writing skills in a new context. He said ‘I am responsible for writing a couple of internal newsletters keeping colleagues informed about internal events like upcoming company-wide forums, topic-based webinars and socials. I also enjoy writing articles for the intranet on diverse topics from celebrating Diwali to promoting free health check ups. Which? is a great place to work because there is a laidback atmosphere and everyone is very friendly. I'm really enjoying learning the ins and outs of communications, as well as meeting more colleagues in different teams.’

Today the Climate Change Committee publishes its 7th carbon budget, showing how important consumer choices will be in delivering the decarbonisation of the UK. Sue Davies MBE, Which? Head of Consumer Rights and Food Policy, said: 'We know lots of people want to reduce their impact on the environment but our research shows that they are held back by high costs, complex choices and uncertainty, especially when it comes to important changes such as buying a heat pump, switching to an electric car, or choosing a more sustainable diet. To make the transition to net zero work for the majority; people need to know that the changes they make will lead to cheaper energy and fuel, warmer homes, better journeys as well as healthier meals. The government and businesses can do this by making green choices more affordable overall and by providing the right information and incentives, so that people have the confidence to switch.' The Which? Press office had a great start to 2025, with our spokespeople being kept busy with national broadcast appearances. January started by revealing that Aldi was the cheapest supermarket of 2024, receiving widespread news coverage including Daily Mail, Metro and Daily Express. Our best and worst energy providers results were released with Octopus Energy, Utility Warehouse and 100Green being crowned as Which? Recommended Providers. Highlights include Rob Lilley-Jones being interviewed on BBC Radio Scotland and the story being included in the news bulletins for ITV Lunchtime News. Lisa Webb also appeared on BBC Morning Live discussing heating tips during the cold weather and Emily Seymour appeared in a Channel 5 documentary called ‘Heat Pumps: Are They Really Worth It?’. Finally, to highlight our ‘End the Insurance Rip-off’ campaign, we shared our research into the difficulties consumers encounter when buying insurance, and urged the Financial Conduct Authority to crack down on rogue practices. This was covered by major national news outlets including the Independent, the i and Evening Standard. Lisa Webb was also interviewed on BBC Rip Off Britain about consumer trust in the insurance industry plummeting.

Which? head of digital and data policy, Dr Mahlet (Milly) Zimeta, hosted a panel session at the AI Fringe, titled 'AI Slop? Consumers Say No! Several key themes were discussed, such as consumers being informed about how the technology works as well as its limitations, inclusive design should be a default, not an afterthought or a retrofit after harm has been done and AI risks exacerbating existing inequalities around access to products and services in different parts of the economy and society. But the main takeaway is that consumers have collective power to shape markets.
