The taxi meter was measuring my time the whole time, which made me nervous (the meter was over 1,000,000), but I gave him 800,000 VND including tip and he left with a smile. I think you need to consult with a travel agency about the cruise tour of Halong Bay, but we took a taxi to the port on our own and used a shuttle bus to Hanoi only for the return trip.
