The inscription in Arabic is "Jama'at Al-Azhar BiR'haza" ("Al-Azhar University in Gaza"). Rhaza is the not too correct transliteration since there is no English letter similar to the Arabic letter "rayin," which is pronounced as "grr."

The need to mention Gaza in the name is because of the famous Egyptian university with the same name.

Obviously this institution has chosen to name itself after the great Al-Azhar University in Cairo, generally considered to be the oldest university in the world. I find it ironic that this university in Gaza, which is secular, has nonetheless chosen to use the name of the older institution, which is even today considered the most important center of Islamic theological and religious knowledge in the world.
