I telephoned the U.S. "Naval Education and Training Command" (NETC) in
Florida. The P.R. rep said that the NETC's "Training Excellence Award"
blue-burgee is awarded annually to some "overall" unit excelling in training,
whereas the NETC's "Retention Excellence Award " yellow(orangish)-burgee is
awarded to a unit with the best re-enlistment or retention score. The rep also
mentioned that the awarding of these burgees lapsed during the 2021-22 COIVD
era, and the resumption of their being awarded again is currently being
contemplated.
