Good points but lots of the abilities to do an expedient massive recovery takes place before the massive recovery is needed. The stated steps are important but without lets say recent data backups neither the priority nor the automation will be very beneficial. In other words, a priority to restore ever changing data from backups a year old isn't going to be very effective be it from not running backups or bad media. So, first and foremost prepare before the massive restoration is needed, for instance, ensure as much as possible, that there are current backups and the data on the media is checked to be error free before needed. Then, keep them in an environmentally safe place. With good backups, priority is meaningful and updates realistic.
