Just developing the plan is a major part of the process. The department must rely on it's subject matter experts, those who work with the systems and equipment daily, to determine plan feasibility. Just because it should work does not necessarily mean it will work. Frequent drills will determine what to do in those situations where the systems go out of service. Always plan on Options A, B, C and D. During one of my deployments with an Incident Management Team the Emergency Operation Center lost water service. Fortunately the building was designed with a well pump to an artesian spring. This provided the building with a secondary water source. Without this backup water would have had to be brought in by tanker truck.
