For many whose ultimate goal is the decarbonization of their energy system, the market is one where 100% of the energy generated is renewable and it makes economic sense for all new generation going forward to be renewable. From that market vision, you can build a policy change roadmap that gets you from here to there. Each step in that roadmap is defined by policy objectives / milestones that advance the market to its next stage of development.

There are various policy instruments available to promote innovation and investment in renewable energy, such as feed-in tariffs (FITs) that guarantee a fixed price for renewable energy generation over a long-term contract and auctions that award contracts based on competitive bidding. Quotas or renewable portfolio standards (RPS) mandate utilities or suppliers to source a certain percentage of their electricity from renewable sources, while net metering or net billing allow consumers to sell excess electricity from their own renewable energy systems to the grid. In general, policy instruments are targeted at one of three aspects of the deployment of renewable energy: 1) Eligibility - are you allowed to deploy this technology here? 2) Revenues - how much revenue can the energy asset earn 3) Costs - how much does it cost to deploy the energy asset. The choice of policy instrument depends on the state of the market in deploying the technology: what's going to make the biggest difference in breaking down barriers or making it economic (revenues exceed costs) to deploy?
