I have a different view here: In my experience, driving the implementing an innovative solution (especially in a corporate setting) is less about new tool and platforms to facilitate co-creation. That is more relevant in the concept design phase. In the implementation phase you often need to define completely new processes in your org within the existing operating model. Swarm intelligence can be applied by bringing together the right colleagues from the “gate-keeping functions” (e.g. legal, ethics & compliance, data privacy, Etc.) to co-develop the right path forward. Having the right people in your swarm is crucial for your success. The swarm in the implementation phase need to be smaller to be able to drive effective decisions.

Incorporating swarm intelligence during implementation also involves leveraging collective decision-making to adapt rapidly to market feedback. This could mean creating agile, cross-functional teams that operate like swarms - quickly iterating and making decisions based on real-time user data. At Microsoft, I created what I called Swarm teams to innovate better. I would include a mix of people to represent business, tech, and user experience perspectives. I would also include people from different domains to help innovate and think differently. While this leads to better innovation, the challenge comes down to managing conflict. The most important thing is to create a culture that embraces thinking differently. I found that by getting people to agree to simple processes first, where we would deliberately consider multiple perspectives, helps reduce the conflict.
