How can you create a cost-effective construction project management culture?

Cost effective construction culture have to come from all stake holder, starting from developer, consultant, lender, and EPC contractor. There are need to mitigate unnecessary requirements, selection of cost effective product, mitigate risk involved in execution of project, unnecessary highlighting risk which is not the real one, utilisation of local resources, appointment of right people for right place. All stake holder concern should be listen properly and better communication especially to resolve issue, sit accross the table. And finally most important individual ego should be left at home.

Defining clear and realistic goals are crucial for establishing a cost-effective construction management culture. It starts by establishing creating SMART (Specific, Measurable, Achievable, Realistic, Timely) indicators to track the project progress and the performance of the resources. A well-defined scope ensures that stakeholders have a shared understanding of the project’s requirements. It leaves no room for interpretation and helps prevent scope creep and change orders. Similarly, a baseline that outlines the cost, time, and quality parameters of the project serves as a benchmark for resources to compare their performance against and take prompt measures should they be behind schedule for critical activities.

To me, properly it should be approached in a more simple and systematic way: 1. Baselining the Project Schedule 2. Finalizing Scopes and Contexts 3. Ongoing mitigation of progress 4. Open for Value added and Cost Saving Options along the work cycle 5. Effective Change Managements

Formal partnering with periodic meetings that involve key decision-makers can help to improve removing hurdles for complex or high-risk projects. In fact, one strategy is to have the daily project teams identify costs issues or points of impasse, but to forward those to a separate group to negotiate a solution. For instance, on a construction project when all team members are engaged and their inputs taken onboard during budgeting, and also the budgets and cost estimates of each WBS activity shared with say engineers and supervisors; they own the budget and implement it effectively on the minutest of the activities.
