Personally, I find this an important if not THE most important step, unlike software development where the results are coming in fast and furious, once maintenance plans are thought out and implemented, it will take some time and the long lag can lead to lethargy and drop through the gaps, it takes discipline to ensure that there are follow ups and adjustments to be made (which means another round of waiting.....). But if this step is not followed through, the plans will at best, somewhat serves its original intent (with no improvement or adjustment to keep up with changes) and at worst, just a table top exercise where the army in the trenches are still sticking to their old norms.
